The Meeting on Approving the Draft Strategy on Preparation and Professional Development of Civil Servants and Local Government Officials in European and Euro-Atlantic Integration Sphere till 2020 with the EU and NATO

On 11 May, 2017 at the premises of the National Agency of Ukraine on Civil Service the meeting on approving the draft Strategy on Preparation and Professional Development of Civil Servants and Local Government Officials in European and Euro-Atlantic Integration Sphere till 2020 and the Action Plan of its realization with the EU and NATO was held.

The meeting was organized by the National Agency of Ukraine on Civil Service in joint cooperation with the Center for Adaptation of the Civil Service to the Standards of the European Union in order to implement the Paragraph 5 of the Protocol No 6 of the Governmental committee for European and Euro-Atlantic integration, international cooperation and regional development as of 13 April, 2017.

Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko in his opening speech presented the draft Strategy, outlined its goal and main challenges as well as priority directions of the Strategy implementation.

The participants of the meeting discussed and expressed their views on the content of the draft Strategy and the Action Plan of its realization.

As a result of meeting the participants agreed to review the draft Strategy and the Action Plan of its realization during two weeks as well as provide relevant comments.

The representatives of the Government Office for European Integration of the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Foreign Affairs of Ukraine, the EU Delegation to Ukraine, the EU Project “Association4U” – “Association for Ukraine and for you”, the NATO–Ukraine Programme for Professional Development of the Civilian Personnel of Security and Defense Sector  as well as the  NATO Information and Documentation Centre in Ukraine attended the meeting.

the draft Act was developed in order to identify strategic principles and improve the process of preparation and professional development of civil servants and local government officials, actualize the content of education in European and Euro-Atlantic integration sphere as well as enhance the professional competence of civil servants and local government officials for effective implementation at national, regional and local levels the priorities arising from the European partnership, Association Agreement implementation, harmonization of Ukrainian legislation to acquis communautaire, improve their ability to quickly adapt to the new rules and procedures, implement new standards of service, conduct a dialogue with both citizens and the European Community as well as implement the Paragraph 6 of the Action Plan of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States on the one hand, and Ukraine on the other hand for 2014–2017, which was approved by the Resolution of the Cabinet of Ministers of Ukraine No 847-r as of 17 September, 2014.
