OECD / SIGMA PROGRAM TRAINING ON THE “PAR.IS” SYSTEM FOR ASSESSMENT OF THE STATE OF PUBLIC ADMINISTRATION REFORM IN UKRAINE

On 30 November, 2017 at the premises of the National Agency of Ukraine on Civil Service the training on  system of assessment the state of public administration reform in Ukraine “PAR.IS” (data collection system) was held.

The event was organized by the OECD / SIGMA Programme in joint cooperation with the Secretariat of the Cabinet of Ministers of Ukraine, the NAUCS and the Center for Adaptation of the Civil Service to the Standards of the European Union as a result of the conference “Public Administration in Ukraine: Assessing the State of Affairs, Achievements and Challenges” that take place on November 16-17, 2017, with the participation of the Prime Minister of Ukraine, and for the fulfillment of the first task of the Action plan for implementation of the Strategy of reforming the state administration of Ukraine for 2016-2020, approved by the Regulation of the Cabinet of Ministers of Ukraine on June 24, 2016 No. 474 (hereinafter -  the Strategy), and the Regulation of the Deputy Secretary of the Cabinet of Ministers of Ukraine Tetiana KOVTUN dated November 23, 2017 No. 47180/0 / 1-17.

The goal of the training was to familiarize representatives of ministries, other state authorities responsible for implementing the Strategy with the PAR.IS system and present practical knowledge, skills and abilities aimed at work with this system, as well as familiarization with the procedure of the assessment of the state of the Reforming of Public Administration in Ukraine in 2018 in accordance with the OECD / SIGMA Principles of Public Administration.

The results of this assessment will be made public on July, 2018 and will allow updating the objectives and activities of the Strategy.

During the training, it was noted that public administration and civil service reform is critical important. It systematically impacts on the whole government structure, its functioning, ability to provide the services as well as public relations. Public administration reform is a fundamental element which provides democratic government and is aimed at improving the three key interrelated system components: institutions, laws and procedures governing its internal performance as well as processes and mechanisms of coordinating the cooperation and staffing.  

At the same time, the exclusive role of the OECD / SIGMA Programme in the developing the Law of Ukraine “On Civil Service” and secondary legislative, aimed at ensuring the civil service reform, was also admitted.

During the training, participants together with Senior Advisor on Civil Service and Public Administration Functioning of the OECD / SIGMA Programme Vojciech Zielinski and Data Analyst of the OECD / SIGMA Programme Zoltan Mikolas developed the skills of the participants on system PAR.IS and discussed the assessment procedure of public administration system.

Representatives of the Secretariat of the Cabinet of Ministers of Ukraine, ministries, other government authorities, judicial system, and the OECD / SIGMA Programme took part in the event.

For reference:SIGMA programme (Support for Improvement in Governance and Management) — is considered to be one of the most prestigious analytical centers of the European Union that was launched in 1992 with the initiative of the OECD and the EU.

2017 sees the 25th anniversary of SIGMA, the result of a successful long-term partnership between the OECD and the European Union (EU). In that period, SIGMA has developed into a recognised centre of excellence of public administration reform (PAR) and has worked with more than 30 partner countries to help them to establish professional public administrations, effective financial management and economic development. The most active cooperation was with Albania, Algeria, Armenia, Azerbaijan, Bosnia and Herzegovina, Egypt, the former Yugoslav Republic of Macedonia, Georgia, Jordan, Kosovo, Lebanon, Moldova, Montenegro, Morocco, Serbia, Tunisia, Turkey and Ukraine.

The main goal of the OECD / SIGMA Programme is:

  • strengthening the foundations for improved public governance;
  • support socio-economic development through building the capacities of the public sector;
  • enhancing horizontal governance;
  • improving the design and implementation of public administration reforms.

Technical assistance of the OECD / SIGMA Programme is carried out within the framework of 6 areas:

  • public financial management, public procurement and external audit;
  • public service and human resource management;
  • policy development and coordination
  • public administration reform;
  • service delivery
  • accountability.

Support of the OECD / SIGMA Programme in the area of modernization of public administration can be carried out by means of

  • administrative structures analysis
  • development and implementation of administrative system reforms
  • analysis of the draft laws and programmes suggested
  • training organization and information
  • preparation of technical assistance action plans.
