Assignment of Deputy Head of Main Department of Civil Service of Ukraine Andriy Vyshnevsky to Brussels

On April, 2010 the assignment of Deputy Head of Main department of Civil Service of Ukraine (MDCSU) Andriy Vyshnevsky to Brussels (the Kingdom of Belgium) began. It was aimed at taking part in the workshop for Resident Twinning Advisors and lasted till 16 April.

In the framework of 2-day workshop financial procedures specificity, role of the European Commission, practical advices on working methods and project management problems of Twinning were considered.

Andriy Vyshnevsky came forward with the report in which he informed about Ukrainian vision of Twinning instrument in the context of European integration, in particular main achievements, perspectives and challenges of Twinning projects implementation in Ukraine. Also he stressed on role of Twinning Programme Administrative Office in that process. Deputy Head of MDCSU emphasized that the success of any Twinning project largely depends on Resident Twinning Advisor who must be creative, active, have excellent communicational and analytical skills, be able to compromises. Also he gave practical recommendations to Resident Twinning Advisors who are going to start ther mission in Ukraine and other European Neighborhood Policy (ENP) countries.

During last 5 years Ukraine became a leader among the ENP countries in Twinning issues.
In this context MDCSU received an invitation from EC to participate in the workshop for Resident Twinning Advisers and to present the best practices of using Twinning instrument.
