Donors’ Conference 2023 was held

On November 15, 2023 Donors’ Conference with representatives of embassies, projects and international technical assistance programs was held. The main goal of the conference is the discussion of key development areas of government authorities and local self-government bodies, as well as the support of international partners in implementing transformation in these areas.

Head of the National Agency of Ukraine on Civil Service (hereinafter – NAUCS) Nataliia Aliushyna in her opening remarks emphasized that the NAUCS highly appreciates the support of partners and hopes for further fruitful and effective cooperation for the development of a professional, efficient, sustainable and politically impartial civil service.

In their welcoming speeches, Head of Section Operations 1 “Governance and Rule of Law” of the Delegation of the European Union to Ukraine Asier Santillan Luzuriaga, and Senior Policy Advisor and Professional Team Lead for Public Service and HRM, OECD/SIGMA Programme Lech Marcinkowski underlined that further cooperation with NAUCS is extremely important and emphasized that a common vision of goals and objectives for their further implementation is one of the key points of successful cooperation.

During the first plenary session of the conference Head of the NAUCS Nataliia Aliushyna presented the goals and priorities of the NAUCS, as well as key areas of cooperation, in particular, remuneration based on position classification, human resources management in the civil service and local self-government bodies, strengthening the capacity of the professional training system and implementation of the state policy of European integration. In addition, a roadmap for the implementation of the Law of Ukraine “On Service in Local Self-Government Bodies” No. 3077 was presented. 

During the second plenary session of the conference representatives of international projects and programs presented their achievements in the framework of cooperation with NAUCS throughout 2023 and outlined the priorities for further cooperation.

The event was attended by representatives of international organizations, projects and programs of international technical assistance, international and domestic experts, representatives of the NAUCS, High School of Public Governance, and the Center for Adaptation of the Civil Service to the Standards of the European Union.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
