On May7, 2015 at the premises of the National Agency of Ukraine on Civil Service the two-day Annual conference of Ukraine-NATO Programme for Professional Development of the Civilian Personnel of the Sector of Security and Defence “Modernization of Public Administration and its Implications on the Wider Security and Defence Sector” took place.
The event was organized by the National Agency of Ukraine on Civil Service and Ukraine-NATO Programme for Professional Development with the participation and support of the Ministry of Defence of Ukraine, NATO Liaison Office in Ukraine, Georgia-NATO Professional Development Programme.
The main goal of the conference was to provide information exchange, sharing the best practices and experience regarding public administration and civil service reform as well as to define further perspectives of the Ukraine-NATO PDP.
All the participants of the event had the opportunity to study the best European practices on public administration reform that is to contribute to provide public administration modernization in Ukraine.
The second day of the event was devoted to the work in sections during which the impact of civil service reform on the security and defence sector, new technologies, human resources management in the civil service and in the defence and security sector, the improvement of government authorities’ activity using implementation of the «task force» approach were discussed.
As a result of the conference it was agreed to strengthen the cooperation with the Ukraine-NATO Program for Professional Development and to implement strategic reforms in Ukraine in the context of European integration. All these processes are based on the principles of good governance; effectiveness, transparency and geared toward the needs of the citizens state administration and civil service, including the adoption by the Verkhovna Rada of Ukraine the new version of the Law of Ukraine “On civil service”.
Representatives of the Presidential Administration of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, representatives of the ministries, central executive bodies and government authorities in the sector of security and defence, educational establishments, public organizations, scientific institutions, ukrainian and foreign experts, representatives of government authorities of Georgia took part in the event.
For reference: according to the conclusion of the Sixth Session of the Commission on the Ukraine's partnership with NATO the National Agency of Ukraine on Civil Service was established as the national coordinator of the implementation of the NATO–Ukraine Program for Professional Development of the Civilian Personnel of the Sector of Security and Defence.
