On March 14, 2019 at the premises of Taras Shevchenko National University of Kyiv (hereinafter – KNU) the round table discussion “The Role of Civil Service in the National Security System of Ukraine” was held.
The event was organized by the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) , the Center for Adaptation of the Civil Service to the Standards of the European Union , jointly with the Philosophical Faculty of the KNU.
Welcoming speeches to the participants of the round table were performed by the Pro-rector for Research of the KNU Viktor Martyniuk, the Head of the NAUCS Kostiantyn Vashchenko, people's deputies of Ukraine Serhii Kudlaienko and Hennadii Tkachuk, Director of the Institute of Political and Ethnic Studies named after Ivan Kuras of the National Academy of Sciences of Ukraine Oleh Rafalskyi, Professor of the Department of Public Administration of the KNU Tymofii Motrenko, Advisor to the Minister of the Cabinet of Ministers of Ukraine Taras Melnychuk, who underlined the importance of public administration reform in the context of ensuring the national security of Ukraine.
The Head of the NAUCS Kostiantyn Vashchenko in his speech highlighted the main achievements of reforming and modernizing the civil service, and emphasized that the civil service reform largely determines the success of other reforms, which results directly depend on the quality of managerial decisions of government authorities.
Kostiantyn Vashchenko noted that the NAUCS directs its efforts on the development of a modern professional and efficient civil service through enhancing the institutional capacity of personnel management services of government authorities; increase the level of protection of the citizens` right to access the civil service, civil servants` legal rights and interests; formation of a unified effective system of vocational training for civil servants and local government officials.
Participants of the round table considered the issue of national security in the context of civil service reform of Ukraine and discussed the strategic directions of civil servants training in modern conditions.
Representatives of the Secretariat of the Cabinet of Ministers of Ukraine, the Presidential Administration of Ukraine, the Verkhovna Rada of Ukraine, central executive authorities, other government authorities, representatives of higher education institutions that provide professional training for Master’s degree in in the branch of knowledge“Public Management and Administration”.
