On the 1-2 of October 2019 in Helsinki (Finland), during the meeting of the European CAF Network of National Correspondents, new members of the Working Group were agreed upon, in particular, Ukraine, represented by the National Agency of Ukraine on Civil Service, was given observer status in the Working Group.
At the same meeting, the Center for Adaptation of the Civil Service to the Standards of the European Union got the status of the Ukrainian National CAF Resource Centre.
According to the recommendations of the SIGMA Programme, the Common Assessment Framework (CAF) has been implemented in Ukraine since 2019.
The main task of the Ukrainian National CAF Resource Centre is to provide methodological and informational support for the implementation of the quality management system for executive authorities at the central and local levels. To this aim, a number of steps have been undertaken:
1) Methodological Guidelines for Examining the Quality Management System of the Ministry, Other Central Executive Body were prepared and approved by the order of the National Agency of Ukraine on Civil Service No. 230-20 as of December 08, 2020,
2) relevant training programmes were developed by the NAUCS together with the Center for Adaptation of the Civil Service to European Standards in order to train the quality management system of executive authorities:
- “Improving the Efficiency and Quality of Management in Public Administration through the Application of the Common Assessment Framework (CAF) Model” for civil servants of category A;
- “Improving the Efficiency and Quality of Management in Public Administration and Local Self-Government through the Application of the Common Assessment Framework (CAF) Model” for civil servants of categories B and C and local self-government officials;
3) the Center for Adaptation of the Civil Service to the Standards of the European Union, in cooperation with the Higher School of Public Administration, provides training in order to implement professional development programmes. This year only, more than 200 civil servants have successfully completed the training;
4) the online course “Improving the Efficiency and Quality of Management in Public Administration and Local Self-Government through the Application of the Common Assessment Framework (CAF) Model” was developed;
5) the number of communication events were organised and held, including, the seminar “Quality Management for Successful Public Administration Reform” was held on 24 September 2024.
Over the years, the CAF has been implemented in international cooperation with the OECD and the SIGMA Programme, the German Society for International Cooperation (GIZ), the Polish International Solidarity Foundation and the Hanns Seidel Foundation.
The Ukrainian National CAF Resource Center has ambitious plans to further implementation of the CAF quality management system, which is an effective tool for improving the efficiency of state bodies.
