On January 28, 2016 at the premises of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) with the participation of the Delegation of the European Union to Ukraine the closure conference of the Twinning project "Assistance in Development of Open and Transparent Agricultural Land Market in Ukraine", the beneficiary of which is the State Service of Geodesy, Cartography and Cadastre of Ukraine was held. A consortium composed of the Kingdom of the Netherlands, the Federal Republic of Germany and the Republic of Lithuania was responsible for the project implementation from the EU side.
The project aimed to support Ukraine in the development of open and transparent market of agricultural land by improving the mechanism for managing the agricultural land market and land management of state property in accordance with the best practices of EU Member States.
Kostiantyn Vashchenko, the Head of the NAUCS in his opening speech greeted the participants of the event and presented the main achievements in the framework of implementation of the instrument for institutional building Twinning in Ukraine, in particular, noted that Ukraine is the leader among the European Neighbourhood Instrument countries of by the number of Twinning projects that were completed and projects that are implementing.
Additionally, it was underlined from the NAUCS side as a national coordinator of the Twinning instrument in Ukraine in the context of the implementation of the EU – Ukraine Association Agreement this project has gained a special importance for the StateGeoCadastre and for Ukraine as a whole within the implementation of integrated reforms.
The Chairman of the StateGeoCadastre Maksym Martyniuk, Head of the Delegation of the European Union to Ukraine Jan Tombinski, the Ambassador of the Kingdom of the Netherlands in Ukraine Kees Klompenhouwer, Ambassador of the Republic of Lithuania in Ukraine Marius Janukonis and Consul for economic Affairs of the Embassy of the Federal Republic of Germany in Ukraine Stefan Hershaft underlined the success of the project, which allowed to achieve project purpose and mandatory results and to build really strong relationships between the partners that will contribute effectively to the implementation of the achieved results in the future.
Resident Twinning Advisor of the project Stefan Verbunt presented the main achievements of the project and the practical aspect of its implementation in Ukraine.
Finally, the gratitude was expressed to all experts, Ukrainian and European partners of the project who contributed to the process of the Twinning project implementation and whose active position will facilitate the successful reforming of the agricultural land market.

The representatives from the Delegation of the European Union to Ukraine, diplomats from the Embassy of the Kingdom of the Netherlands, Embassy of the Federal Republic of Germany in Ukraine and Embassy of the Republic of Lithuania, representatives of the Ministry of Agrarian Policy and Food of Ukraine, the State Service of Ukraine on Geodesy, Cartography and Cadastre, National Agency of Ukraine on Civil Service and NGOs took part in the event.
For reference: the Twinning project «Assistance in Development of an Open and Transparent Land market in Ukraine» was launched on January 8, 2014. The beneficiary and the recipient of the project was the State Service of Ukraine on Geodesy, Cartography and Cadastre. This Twinning project was implemented by consortium composed of the Kingdom of the Netherlands, Federal Republic of Germany and Republic of Lithuania.
In the framework of the project European experts provided assistance on issues of institutional support on issues of land market relations in Ukraine, the creation and development of the necessary infrastructure for a full establishment of the market of agricultural land, adaptation of the national legislation into compliance with EU acquis and improvement of qualification of Ukrainian specialists. Special attention was paid to the openness and transparency of land market relations.
During the implementation period 48 missions of European short term experts in Ukraine were conducted, the current Ukrainian legislation in the land sector was analyzed and draft laws were commented on. 70 specialists from the State Service of Ukraine on Geodesy, Cartography and Cadastre and territorial offices were trained on top priority issues of land resources. The guidelines and methodological recommendations were elaborated jointly with European experts that will facilitate the sustainability assurance of achieved project results in future. Therefore, 36 participants took part in study visits to EU Member State countries.
