On March 31, 2017 at the premises of the Ministry of Infrastructure of Ukraine the Second Steering Committee Meeting of the Twinning Project “Support to the Ministry of Infrastructure in Establishing Conditions for Application of the European Model of Rail Transport Service Market in Ukraine” was held.
The Project is implemented in joint cooperation with the Ministry of Public Works and Transport of Spain, International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) as well as Ministry of Transport and Communications of the Republic of Lithuania.
The Project is implemented in order to enhance efficiency of public administration in the environment of railway transport reforms and development of competition in line with the provisions of relevant EU acquis stipulated in the EU–Ukraine Association Agreement.
Deputy Head of the Rail Transport State Policy Department of the Ministry of Infrastructure of Ukraine Serhii Savinykh welcomed the participants and expressed his gratitude for the provided support on Twinning Project Implementation that will strengthen the capacity of the Ministry of Infrastructure of Ukraine on policy development for competitive market creation of rail transport.
Spanish Project Leader Matilde Fernández Balbín underlined the importance of cooperation between the partners within the framework of the Project in order to its successful implementation.
RTA José Antonio Samino Navo thanked all participants for the fruitful cooperation and presented the quarterly report. Furthermore, he also outlined the measures implemented by all components as well as identified plans for the next reporting period
Junior Project Leader from the Republic of Lithuania Robertas Šerėnas, Project Coordinator in the transport sector from the EU Delegation to Ukraine Svitlana Didkivska and other stakeholders also took part in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union Senior Consultant on the Twinning Coordination Sector of the Projects Management Unit Yuliia Fedyna attended the event.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine.
In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX and CIB programme implementation in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments and CIB programme the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
