On April 4, 2017 at the premises of the National Agency of Ukraine on Civil Service the working meeting of the National Consultation Platform on Reforming the Training System for Local Authorities took place.
The event was organized by the Council of Europe in joint cooperation with the National Agency of Ukraine on Civil Service in order to discuss the basic approaches of development the effective training, retraining and advanced training system for local self-government officials in Ukraine.
Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko welcomed the participants of the meeting and outlined the importance of improving the professional training system for local self-government officials in the context of reform of local self-government in Ukraine.
Head of the Council of Europe Office in Ukraine Мårten Ehnberg in his opening speech presented goals and objectives of the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine” as well as underlined that the Council of Europe is ready to provide expert assistance, technical and financial support for Ukraine in order to develop and implement the National Training Strategy, which is based on the experience of member states of the Council of Europe.
Chairperson of the Verkhovna Rada of Ukraine Committee on State Building, Regional Policy and Local Self-Government Serhii Vlasenko introduced the progress of implementation of public administration reform in Ukraine and underlined the importance of improving local self-government officials’ professional competencies.
During the meeting the President of the National Academy for Public Administration under the President of Ukraine Vasyl Kuibida outlined the importance of modernisation of system of training, retraining and raising of qualification of local elected and appointed self-government officials in Ukraine in the context of implementing a comprehensive reforms in different areas of government policy.
Furthermore, the report on outcomes of sociological survey on needs assessment in training of representatives of local self-government of united territorial communities conducted by Kyiv International Institute of Sociology and commissioned by the Council of Europe was presented within the framework of working meeting.
Chairman of the Polish Foundation for Local Democracy Cezary Trutkowski, Director of the Latvian School of Public Administration Edīte Kalniņa and Special Adviser to the Government of Ukraine on Decentralisation of the Council of Europe Daniel Popescu shared the best practices on development of professional training system for local self-government officials.
Deputy Head of the National Agency of Ukraine on Civil Service Andrii Zabolotnyi within the framework of his speech presented legal field, further steps and prospects of reforming the training system for local self-government officials.
Representatives of the Presidential Administration of Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, governmental authorities, civil society institutions, international organizations, Ukrainian and international experts also attended the event.

The Programme “Decentralisation and Territorial Consolidation in Ukraine” is implemented by the Centre of Expertise for Local Government Reform, Directorate General II — Democracy of the Council of Europe Secretarial General in the framework of the Council of Europe Action plan for Ukraine for 2015–2017.
Overall objective: to strengthen institutional and administrative capacities of the Government of Ukraine to promote, co-ordinate and implement decentralisation and local government reforms, and to support the preparation and implementation of territorial amalgamation throughout the entire country.
