The Sixth Steering Committee Meeting of the Twinning Project for the State Fiscal Service of Ukraine

On July 13, 2017 at the State Fiscal Service of Ukraine the Sixth Steering Committee Meeting of the Twinning Project “Support to the State Fiscal Service of Ukraine in reinforcing IBM elements in the area of customs matters” was held.

The Project is implemented by the State Fiscal Service of Ukraine together with the German Federal Ministry of Finance, the Ministry of Finance of the Republic of Poland and Customs Department under the Ministry of Finance of the Republic of Lithuania. 

The goal of the Project is to establish a basis for effective customs management and integrity in Ukraine based on IBM principles. 

Acting Head of the State Fiscal Service of Ukraine, Acting Project Leader from Ukraine Myroslav Prodan in his speech underlined the importance of the Twinning project implementation and identified the main achievements, in particular development of the draft laws on the introduction of the institution of the Commissioner for Economic Operator and the accession to the New Computerised Transit System (NCTS) which are currently under consideration in the Verkhovna Rada of Ukraine. There is an active work on the implementation of “Electronic Customs” complex. The Department of Targeting and Customs Risk Management was created. A number of activities on development of infrastructure of checkpoints, reforms in the customs sphere were implemented. In addition, the effective cooperation of the DFS and the State Border Guard Service of Ukraine as the project partners was noted as well as there were expressed hopes for strengthening active cooperation in order to simplify and speed up customs procedures.

Head of Operations Section 1 “Good Governance and Democratisation” of the EU Delegation to Ukraine Martin Klaucke stressed the strategic importance of the project and expressed the willingness of the European part to fully support its implementation.

RTA Detlef Szesny presented the quarterly report to the members of the Steering Committee outlining the main activities conducted during the reporting period. He outlined the main activities that took place during the reporting period under 3 components, in particular, six expert missions in the field of integrated border management were conducted, which would facilitate customs procedures, speed of customs clearance and absence of corruption in accordance with the best European standards.

The head of the sector “Public Finance Management and Budget Transparency” of the EU Delegation to Ukraine Natalia Starostenko, representatives of the State Fiscal Service of Ukraine, State Border Guard Service of Ukraine and other took part in the event.

On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union Deputy Head of the Projects Management Unit Inna Bielobratova took part in the meeting.

 For reference: according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine.

In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX in Ukraine.

In order to provide effective coordination of Twinning and TAIEX instruments the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union

The Project “Support to the State Fiscal Service of Ukraine in reinforcing IBM elements in the area of customs matters” includes three main components:

  • Component 1 – Amendment of legislation related to Integrated Border Management;
  • Component 2 – Operational Arrangements of IBM Cooperation;
  • Component 3 – Anti-corruption system development.
