On April 18, 2018 at the premises of the National Agency of Ukraine on Civil Service (hereinafter - NAUCS) the round table on discussion of approaches for developing the professional standards in the public service area, taking into account specificity of service in local self-government authorities, with the participation of all stakeholders, including representatives of the government authorities, Reform Office of the Cabinet of Ministers of Ukraine, trade unions, national experts and experts of the Council of Europe Office in Ukraine, “U-LEAD with Europe” Programme, representatives of leading educational institutions took place.
Head of NAUCS Kostiantyn Vashchenko in his opening speech admitted that according to the Concept of reforming the system of vocational training of civil servants, heads of local state administrations, their first deputies and deputy heads, local self-government officials and local council deputies, approved by the Decree of the Cabinet of Ministers of Ukraine as of 01 December 2017 No 974-r, one of public policy priorities in the civil service area and service in local self-government authorities is to create conditions for ensuring professional training, particulary civil servants.
Taking into account high demands to the efficient professional training system, such system should be flexible, innovative, development-oriented professional skills of civil servants and their career advancement, as well as able to respond to the demands of civil servants and local self-government officials.
Director of Directorate General on Human Resources Management in the Civil Service of the NAUCS Nataliia Aliushyna in her speech on methodological support for the development of professional standards for civil servants, emphasized that the efficiency of personnel processes in the civil service is determined primarily by the effectively implemented goals for which they are directed. No other objective of personnel processes in the civil service in Ukraine will be effectively implemented if the interests of servants who implement it and public authorities are different.
Nataliia Aliushyna admitted that NAUCS initiated work on the analysis of positions to reach standards, which in turn will be able to demonstrate the qualities that new civil servants need for today. She also stressed that the essence of the professional standard is that its content is not supplemented and changed as a result of its discussion with employers. This content is embodied in the professional activity of civil servants.
During the event, the following issues were discussed:
- methodical approaches to the development of professional standards;
- development of professional standards for the purposes of the civil service, its structure;
- modern civil servant from a business point of view;
- professional standards in the field of service in local self-government authorities.
As a result of the discussion of mentioned issues, the participants of the round table concluded that professional standards should be the basis for shaping and passing of personnel processes in the civil service, its creation should be based on job descriptions of civil servants; professional qualification characteristics of positions; competency approach.
The event is organized by the NAUCS and Kyiv School of Economics in cooperation with the Institute of Professional Qualifications supported by the “MATRA” Programme of the Embassy of the Kingdom of the Netherlands.
