On April 20, 2018 International Workshop on Functional and Institutional Analysis of Public Institutions, Organizational Structure in Tbilisi, Georgia started. The event is organized by the Civil Service Bureau of Georgia jointly with the United States Agency for International Development (USAID) within the framework of the EU Initiative "Eastern Partnership".
The goal of the workshop is to create a platform for experience exchange among representatives of EU Member States and Eastern Partnership countries on organization and carrying out of functional and institutional analysis of state institutions, as well as to conduct discussions among the participants of the seminar.
In the opening speech the representative of the Delegation of the European Union to Georgia Sophie Huet Guerriche, representative of USAID Laura Berger and Head of the Civil Service Bureau of Georgia Catherine Kardava congratulated the participants of the event and underlined the importance of organization of such workshops which help to carry out effective reforms aimed at implementation of the European principles of good governance.
During the event the experience of conducting functional analyzes of state institutions in the Eastern Partnership countries will be discussed as well as Georgia's experience in implementing the principles of good governance will be researched.
50 delegates from the Eastern Partnership countries and the EU Member States which represent state institutions as well as international experts and representatives of civil society take part in the international workshop.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the Expert-Analytical Department Ivan Roshchyn and Senior Consultant of SIGMA and CIB Coordination Division of the Projects Management Unit Kyrylo Yurchenko participate in the event as well as will represent the experience of Ukraine on conducting of functional analysis.

Functional analysis is an instrument for analyzing the correspondence of tasks and functions of government authorities to legislation as well as the compliance of the internal structure of government authorities with the tasks and functions assigned to them with the aim of eliminating internal contradictions, duplicating functions and functions that are not within the scope of their powers.
In 2016-2020 a functional analysis is envisaged by the Action Plan for implementation the Strategy for Public Administration the Reform of Ukraine for 2016-2020 approved by the Resolution of the Cabinet of Ministers of Ukraine as of June 24, 2016 No. 474-p, and the Concept of Optimization of the System of Central Bodies of Executive Power, which defines guidelines of organization of activities of the ministries and other central executive authorities, approved by the Decree of the Cabinet of Ministers of Ukraine No. 1013-p as of December 27, 2017.
