On May 17, 2018 within the framework of the workshop on effective implementation and use of Twinning and TAIEX instruments a working meeting of the Twinning Program Administration Office (PAO) with the participation of representatives of the Directorate General of the European Commission for Neighborhood and Negotiation for Enlargement – Head of Twinning Team Klaus LECH, Coordinator of TAIEX Projects Mihai KELLER and Cooperation Assistant of the Delegation of the European Union to Ukraine Victoria BRICH took place.
The meeting was organized to discuss the practical aspects of implementing and using the EU institution building instruments Twinning and TAIEX, as well as establishing further in-depth cooperation between the PAO, European Commission and the Delegation of European Union to Ukraine, which will facilitate to optimize the mechanism for attracting technical assistance under the above mentioned instruments in Ukraine.
Director of the Center for Adaptation of the Civil Service to the Standards of the European Union / PAO Maryna KANAVETS presented main achievements of implementing the Twinning and TAIEX instruments and reported on updated Twinning legislation through drafting the Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for Initiation, Preparation and Implementation of the Twinning projects”. In addition, it was expressed the hope to further cooperation.
Representatives of the European Commission delivered their comments and proposals on strengthening the effectiveness to involve and use of the EU external assistance.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
