On May 30, 2018 at the premises of the Ministry of Infrastructure of Ukraine the seventh Steering Committee Meeting of the Twinning Project "Support to Improving the Safety of Multimodal Dangerous Goods Transport in Ukraine" was held.
The project is implemented in joint cooperation with the Ministry of Public Works and Transport of the Kingdom of Spain, the Ministry of Environment, Energy and the Sea of the French Republic and the General Inspectorate of Road Transport of the Republic of Poland.
The goal of the project is improving the multimodal system of dangerous goods transportation by road, rail, sea and river transport in Ukraine, as well as to improve multimodal communication in accordance with European norms and standards.
RTA counterpart, Head of the Division of Transport Safety and Technical Regulation of the Ministry of Infrastructure of Ukraine Anton Shchelkunov welcomed the participants and expressed the gratitude to the European experts for the fruitful cooperation and support in development of state policy on transporting, implementing and monitoring requirements regarding carriage of dangerous goods including road, rail, sea and river transport.
Transport Policy Sector Manager Teodora Andreeva expressed gratitude to the project experts,
however pointed to the need to conduct an expert evaluation of project implementation and impact on national legislation of Ukraine due to project completion. In particular, she admitted the importance of actively involving the beneficiary authority and enhancing cooperation between the Twinning project partners. An important condition also is assessment of the compliance of the legal acts with the EU standards in order to successfully continue the work after the project completion. In addition, it was outlined the need for drafting a plan to increase the institutional capacity of the Ministry of Infrastructure of Ukraine with a clear vision of development and objectives on carriage of dangerous goods by multimodal transport.
Spanish Project Leader, Head of the Unit for Land Transport Inspection of the Ministry of Public Works and Transport, Luis Martinez Jimenez and Junior Project Leader on behalf of the French Republic, Head of the Mission for Transport of Dangerous Goods of the Ministry of the Ecological and Solidarity Transition Claude Pfauvadel focused on the need to present all necessary achievements and specific steps according to each component in order to bring results within the framework of the project implementation. In addition, it was underlined that work for further project implementation should be concentrated on the distribution of functions to be performed by the competent authorities which are involved in the project implementation, as well as on the analysis of requirements and features in the development of legislation on the carriage of dangerous goods by multimodal transport.
RTA, Deputy Director of General Inspectorate of Road Transport of the Republic of Poland Michal Pierzchala and RTA counterpart Anton Shchelkunov presented the project quarterly report, outlined realized activities in the framework of the components and defined plans for the next reporting period.
Representatives of the Ministry of Infrastructure of Ukraine, State Service of Ukraine for Transport Safety and other stakeholders also took part in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the event was attended by the Head of the Twinning Coordination Division of the Projects Management Unit Yuliia Fedyna.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX implementation in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
