On June 22, 2018 at the premises of the Ministry of Infrastructure of Ukraine the seventh Steering Committee Meeting of the Twinning Project “Support to the Ministry of Infrastructure in Establishing Conditions for Application of the European Model of Rail Transport Service Market in Ukraine” took place.
The Project is implemented in joint cooperation with the Ministry of Public Works and Transport of Spain, International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) as well as Ministry of Transport and Communications of the Republic of Lithuania.
The project implementation provides enhancing efficiency of public administration in the context of railway transport reform and developing competition according to provisions of the EU acquis.
PL from the Kingdom of Spain Matilde Fernández Balbín expressed her gratitude to representatives of the Ministry of Infrastructure of Ukraine, JSC “Ukrzaliznytsia”, State Service of Ukraine for Transport Safety as well as all present for cooperation, a prerequisite for successful project implementation. It was also noted that during the reporting quarter, work on finalizing a draft law on railway transport has been continued.
Deputy Minister of Infrastructure of Ukraine for European integration Viktor Dovhan underlined the importance of implemented measures within the reporting quarter and thanked the experts for the support provided in the implementation of the Twinning project in order to promote enhancing the capacity of the Ministry of Infrastructure of Ukraine for development policies to create a competitive rail market.
RTA from the Kingdom of Spain José Antonio Samino Navo presented the quarterly report, outlined realized activities of all components and defined plans for the next reporting period. In addition, it was admitted that during the reporting period five expert missions took place, in particular a workshop for regional representatives JSC “Ukrzaliznytsia”, Ministry of Infrastructure of Ukraine and and two study visit within the framework of the passenger transportation by railway were held.
Coordinator of transport projects of the EU Delegation to Ukraine Svitlana Didkivska, representatives of JSC “Ukrzaliznytsia”, Ministry of Infrastructure of Ukraine and other stakeholders attended the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the event was attended by the Head of the Twinning Coordination Division of the Projects Management Unit Yuliia Fedyna.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
