On August 22, 2018, the Cabinet of Ministers of Ukraine approved the Resolution "On Amendments to the Procedure for the initiation, preparation and implementation of Twinning projects". The Resolution was developed by the National Agency of Ukraine on Civil Service (NAUCS) on its own initiative and with the support of the Delegation of the European Union to Ukraine in order to put in line the Procedure for the initiation, preparation and implementation of Twinning projects to the Twinning Manual - 2017.
On August 22, 2018, the Cabinet of Ministers of Ukraine approved the Resolution “On Amendments to the Procedure for the initiation, preparation and implementation of Twinning projects”. The Resolution was developed by the National Agency of Ukraine on Civil Service (NAUCS) on its own initiative and with the support of the Delegation of the European Union to Ukraine in order to put in line the Procedure for the initiation, preparation and implementation of Twinning projects to the Twinning Manual - 2017.
Resolution was developed taking into account the provisions and in accordance with:
- Decree of the President of Ukraine “Issues of Ensuring the Implementation of the Twinning Programme in Ukraine” dated on October 6, 2005 No 1424/2005;
- Decree of the Cabinet of Ministers of Ukraine “Issues of the Center for Support of Civil Service Institutional Development” dated on June 4, 2008 No 528;
- Decree of the Cabinet of Ministers of Ukraine “On Approval of the Regulation on the National Agency of Ukraine on Civil Service” dated on October 1, 2014 No 500;
- Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for the Initiation, Preparation and Implementation of Twinning Projects” dated on October 11, 2016, No 700;
- Interdepartmental Order of the NAUCS and the Ministry of Economic Development and Trade of Ukraine “On the Establishment of a Work group on the Coordination of the Implementation of the Twinning instrument” dated on June 15, 2012, No 120/702
In addition, it should be noted that the Resolution determines the procedure for the initiation, preparation and implementation of Twinning projects, which is carried out taking into account the Twinning Manual, the Financial Regulation of the EU, the methodological recommendations approved by the NAUCS.
Adoption of the Resolution will facilitate the process of preparation and implementation of Twinning projects in Ukraine, as well as create more favorable conditions for use of the institution building Twinning instrument.
For reference:Twinning is an institution building instrument based on partnership between public administrations and accepted mandated authorities of Member States and of a Beneficiary with the purpose of achieving mandatory results/outputs jointly agreed with the Commission.Among the benefits of the instrument is the support for institutional and structural reform by: providing expert assessment and advice in the relevant area of government administration, training staff on effective methods and procedures, assistance in drafting legislation and its approximation to the acquis communautaire. At the same time, the systems of the EU Member States are not copied, but adapted in such a way as to function effectively in Ukraine.
