On September 11, 2018 Conference on presenting the outcomes of the baseline assessment for Ukraine "Public Administration in Ukraine: SIGMA Programme Report and Vision for Future Changes" was held.
The European experts jointly with representatives of the Government of Ukraine, discussed the results of the assessment of public administration system of Ukraine, conducted by the OECD and SIGMA, as well as future changes to the Strategy of Public Administration Reform for 2016-2020. The evaluation is carried out for all candidate countries for accession to the European Union. Countries are evaluated according to the benchmarks applied to the candidate countries.
In Ukraine, for the first time, a full assessment was conducted in five key areas:
- strategic framewok of public administration reform
- policy development and co-ordination
- public service and human resource management
- accountability
- service delivery
Taking into account the results of the presented assessment and in accordance with the recommendations of the SIGMA programme experts, the Government of Ukraine will develop changes to the Strategy of Public Administration Reform for 2016-2020 and its annexes.
The assistance of countries in transforming administrative control systems in accordance with the principles of "Good Governance" towards their integration into the European Union is the main objective of the SIGMA programme established by the Organization for Economic Cooperation and Development.
Minister of the Cabinet of Ministers of Ukraine Oleksandr SAIENKO, Head of Support Group for Ukraine Peter Wagner, Head of the National Agency of Ukraine on Civil Service Kostiantyn VASHCHENKO, First Deputy Head of the National Agency of Ukraine on Civil Service Volodymyr KUPRII, representatives of the Office of Reforms of the Cabinet of Ministers of Ukraine and SIGMA programme experts participated in the event.

SIGMA Programme (Support for Improvement in Governance and Management) – is one of the most prestigious analytic centers of the European Union, that was launched in 1992 on the initiative of the Organization for Economic Cooperation and Development (OECD) and the European Union.
