On September 25, 2018 at the premises of the Ministry of Infrastructure of Ukraine the Eighth Steering Committee Meeting of the Twinning Project “Support to the Ministry of Infrastructure in Establishing Conditions for Application of the European Model of Rail Transport Service Market in Ukraine” was held.
The Project is implemented in joint cooperation with the Ministry of Public Works and Transport of Spain, International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) as well as Ministry of Transport and Communications of the Republic of Lithuania.
The project implementation provides enhancing efficiency of public administration in the context of railway transport reform and developing competition according to provisions of the EU acquis.
PL from the Kingdom of Spain Matilde Fernández Balbín expressed her gratitude to representatives of the Ministry of Infrastructure of Ukraine, JSC “Ukrzaliznytsia”, State Service of Ukraine for Transport Safety as well as all present for cooperation, a prerequisite for successful project implementation.
PL from Ukraine, Director of Department of state policy in the sector of railway transport Mr. Olexander Fedorenko accented the importance of the implemented events in the framework of the reporting quarter and thanked the experts for the support provided in the implementation of the Twinning project, which will promote to strengthening the capacity of the Ministry of Infrastructure of Ukraine in developing policies for the establishment of a competitive rail market.
RTA from the Kingdom of Spain José Antonio Samino Navo presented the quarterly report, outlined realized events of all components and defined plans for the next reporting period. In addition, it was admitted that during of the reporting quarter five expert missions and one study visit to Kingdom of Spain were held.
RTA counterpart Svitlana Zabolotska underlined the high level of implemented events, particularly, underlined the importance of the mission on the accessibility of rail transport for people with reduced mobility, during which the checking of actual level of services was held, as well as the recommendations for further improvement were provided.
Head of Operations Section 3 "Economic cooperation, energy, infrastructure and environment" Mr. Johannes Baur, Coordinator of transport projects of the EU Delegation to Ukraine Svitlana Didkivska, representatives of JSC “Ukrzaliznytsia”, Ministry of Infrastructure of Ukraine and other stakeholders attended the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the event was attended by the head of the Twinning Coordination Division of the Projects Management Unit Yuliia Fedyna.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 (in the wording of the Resolution of the Cabinet of Ukraine as of August 22, 2018 No 663) the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
