On November 20, 2018 at the National Agency of Ukraine on Civil Service, representatives of Twinning Programme Administration office (PAO) had a working meeting with Director of international development consulting company “GDSI Limited” (Republic of Ireland) Pauric BROPHY for the purpose of discussing the evaluation of implementation of the EU Twinning instrument in government authorities of Ukraine in the period 2010-2017.
During the meeting, the parties discussed the general state, priorities and relevant issues of implementation of Twinning projects in Ukraine.
First Deputy Head of the Center for Adaptation of the Civil Service to the Standards of the European Union Yuliia LYKHACH in her speech admitted high level of interest of government authorities in attracting of Twinning instrument, mainly owing to the European vector of Ukrainian development and pressing need to implement key national reforms.
Moreover, Deputy Head of the Projects Management Unit Inna BIELOBRATOVA and Head of the Twinning Coordination Sector of the Projects Management Unit Yuliia FEDYNA briefed on assignments and responsibilities of PAO in Ukraine within the framework of the procedure for initiation, preparation and implementation of Twinning projects. In addition, the most active areas of using the EU technical assistance at present were also presented.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 (in the wording of the Resolution of the Cabinet of Ukraine as of August 22, 2018 No 663) the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine.
Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine.
In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
