On January 29-30, 2019 at the premises of the Hennadii Udovenko Diplomatic Academy at the Ministry of Foreign Affairs of Ukraine, the “2019 Champions-100” training module took place. The first module of annual module course on topical issues of the state policy of Euro-Atlantic integration of Ukraine was devoted to the development issues of the Annual National Programs under the auspices of the Ukraine-NATO Commission (hereinafter – ANP).
The event was opened by the Manager of the NATO-Ukraine Professional Development Programme Ove URUP-MADSEN, who welcomed the participants of the module and presented the agenda and objective of event. Opening speech was also addressed by the Head of the Expert Group on NATO Cooperation NATO of the Government Office for the Coordination of European and Euro-Atlantic Integration of the Secretariat of the Cabinet of Ministers of Ukraine Oleksiy GENCHEV, who drew the attention of participants to the fact that today, as never before, the ANP is considered as a key tool for demonstration of Ukraine's intentions in carrying out reforms.
Two-day event was moderated by the U.S. Advisor on Euro-Atlantic integration issues of the Government Office for the Coordination of European and Euro-Atlantic Integration of the Secretariat of the Cabinet of Ministers of Ukraine Randy WOOD, who introduced the presentation on Measuring Progress and Outcomes through Measures of Effectiveness and Measures of Performance and emphasized that the ANP should contain clearly defined results achieved through specific objectives and tasks.
Representatives of Government Office for the Coordination of European and Euro-Atlantic Integration presented the main approaches to improve drafting the ANP. Particular attention was paid to the relation to principle of continuity and need for clear objectives and tasks to reform security and defense sector.
Representative of NATO’s Political Relations Management Florian ENKE in his speech briefed on the work undertaken to assess the ANP-2019 and noted that this year the scope of issues under consideration in the training course has significantly expanded.
At the end of the event, Manager of the NATO-Ukraine Professional Development Programme Ove URUP-MADSEN thanked the participants for their active participation in the event and summed up the first module.

100 Champions Programme is a training course consisting of distinct modules and it is implemented under the NATO–Ukraine Programme for Professional Development of Civilian Personnel in the Security and Defence Sector.
The course is aimed at professional development of civilian personnel of government authorities responsible for Euro-Atlantic integration, which involves gaining the knowledge and skills necessary for the successful preparation and implementation of Annual National Programmes and other strategic documents in the sphere of Euro-Atlantic integration.
