On February 21, 2019 at the State Enterprise “Ukrainian Scientific, Research and Training Centre on Standardization, Certification and Quality” (SE “UkrNDNC”) under the Ministry of Economic Development and Trade of Ukraine an official opening conference of the Twinning project “Strengthening the capacity of the Ukrainian National Standardization Body” took place. The project will be implemented by consortium of partner countries that includes Germany, Austria, Romania and Spain.
The project is aimed at improving Ukraine’s business climate, competitiveness, innovation and integration into the European Union’s internal market by improving its national quality infrastructure.
General Director of SE “UkrNDNC” and Beneficiary Project Leader, Hanna LISINA in her welcoming speech congratulated the participants on opening of the first Twinning project for SE “UkrNDNC” and admitted the importance of successful implementation of the Association Agreement between Ukraine and the European Union in the economic part of the provisions on Deep and Comprehensive Free Trade Areas, which is important for the integration of Ukraine's economy into the European Union's internal market.
Welcoming remarks were also delivered by the Deputy Head of Mission at the Embassy of the Federal Republic of Germany Wolfgang BINDSEIL, Deputy Head of Mission of the Austrian Embassy in Ukraine Florian KOHLFÜRST, Economic Counsellor Embassy of Romania in Ukraine Monica SURUGIU and Deputy Head of the Mission of the Embassy of Spain in Ukraine Jorge Soler HIDALGO.
During the conference, project component leaders from the EU member states presented their national experience on the activities of the bodies in the field of standardization of the European Union member states as well as briefed the participants on the main objectives of each of the components to be achieved during the implementation period of the project.
The project experts from the EU member states, representatives of the Delegation of the European Union to Ukraine, the Ministry of Economic Development and Trade of Ukraine and representatives of the technical committees of Ukraine attended the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of the International Cooperation Division Projects Management Unit Anatolii SOPILKA took part in the event.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
