On 12 March, 2019 at the premises of the Antimonopoly Committee of Ukraine the Closing Conference of the Twinning Project “Strengthening Institutional Capacities of the Antimonopoly Committee of Ukraine to Conduct Market Studies and Effectively Enforce Competition Law in accordance with EU standards” was held.
The goal of the project was to increase the transparency and consistency of competition policy of Ukraine achieved through approximation of national legislation to EU standards, to improve law enforcement and competition advocacy on the basis of closer cooperation between the competition authorities of Ukraine and EU Member States.
The project was implemented by the Antimonopoly Committee of Ukraine jointly with partners from EU Member States, namely the Federal Ministry for Economic Affairs and Energy and the Competition Council of the Republic of Lithuania.
Chairman of the Antimonopoly Committee of Ukraine, BC Project Leader Yuriy TERENTYEV, Deputy Director General for European Policies of the Federal Ministry for Economic Affairs and Energy, MS Project Leader Wolf-Dieter PLESSING, Chairman of the Competition Council of the Republic of Lithuania, Co-Project Leader Sarunas KESERAUSKAS and the First Secretary of the EU Delegation to Ukraine, “Competitive Politics and Energy Markets” Programme Jose-Manuel HERNANDEZ welcomed the participants and expressed gratitude to the all participants for fruitful cooperation as well as support in strengthening institutional capacity of the Antimonopoly Committee of Ukraine.
During the event the Resident Twinning Advisor Wolfgang JAKOBI, the Head of Legal Department of the Antimonopoly Committee of Ukraine Daniil FEDORCHUK, as well as the Head of Market Studies Department of the Antimonopoly Committee of Ukraine Igor KUSTOVSKYI acquainted the all participants with the main results of the Twinning project implementation and the plans for their further practical application.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of the Twinning Coordination Division of the Projects Management Unit Sofiia Zvarych attended the event.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 (in the wording of the Resolution of the Cabinet of Ukraine as of August 22, 2018 No 663) the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
