On July 9, 2019 at the premises of the State Agency on Energy Efficiency and Energy Saving of Ukraine the second Steering Committee Meeting of the Twinning project «Strengthening capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine on the development of energy production from renewable energy sources, production and use of alternative fuels» was held.
The objective of the project is to increase of the overall share of energy from renewable energy sources in gross final energy consumption in an economically and environmentally sound manner while contributing to strengthening the Ukrainian national energy security, as well as to strengthen the capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine and, potentially in implementing the national policy and legislation in the area of renewable energy in an economically and environmentally sound manner and in line with Ukraine`s commitments under the Association Agreement between Ukraine and the European Union.
The Resident Twinning Advisor Ulrike Giera presented the results of the first quarter to the participants of the meeting. In particular, she underlined that all planned activities were started during the reporting period. All three components began with an assessment of the status quo and a gap analysis. This was done by desk research and interviews with BC experts and representatives from selected stakeholders. In parallel, workshops on the new framework on renewables in the European Union which is already broadly discussed in Ukraine to develop an understanding for the upcoming obligations were organised. These workshops serve also as a basis for the further activities within the framework component 1 “Legislative harmonization and streamlining in the RES sector” and component 2 “Implementation of Government`s Action Plan on the implementation of RES Directive and of the Action Plan on the implementation of the National Renewable Energy Action Plan (NREAP)”.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of the Twinning Coordination Division of the Projects Management Unit Sofiia Zvarych attended the event.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
