On September 09, 2020, the Cabinet of Ministers of Ukraine considered and approved the updated version of the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of Preparation, Approval and Realization of the Action Plan on Involvement of External Assistance of the European Commission within the framework of TAIEX”.
The draft Resolution was developed by the National Agency of Ukraine on Civil Service for the purpose to improve the quality and efficiency of the TAIEX instrument in Ukraine, as well as give the Procedure for preparation, approval and implementation of the European Commission's external assistance plan within TAIEX clear structure, logical sequence and conciseness.
Among the key innovations envisaged by the updated version of the Resolution, it is necessary to single out:
- increasing the responsibility of the beneficiary body regarding the content and subject matter of the submitted project proposal;
- presence of control by the relevant ministry (if any) over compliance with the requirements during the formation of TAIEX project proposals;
- modernization of the form of project proposals to increase the level of motivation of the beneficiary body;
- increasing the mobility of the instrument due to the possibility of holding sectoral meetings to update the list of priority areas;
- continuous monitoring of the relevance of project proposals due to the ability to revise the Involvement Plan every six months.
The adopted draft Resolution takes into account the updated approach of the European Commission in the application of the TAIEX institution building instrument, which provides for the transition to strategic planning in the key sectors of public administration.
For reference: TAIEX (Technical Assistance Information Exchange) is an instrument of technical assistance and information exchange, provided by the European Commission with the aim of strengthening institutional capacity, with further adaptation of the national legislation to the legislation of the European Union (acquis communautaire), its implementation and further effective use.
Since the implementation of the TAIEX instrument in Ukraine (since 2006), as of September 2020, 19,227 representatives of Ukrainian government authorities participated in у 847 events organized in the framework of the TAIEX implementation, including 158 events initiated by the European Commission and 689 events initiated by Ukraine.
