On September 25, 2020, the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of Preparation, Approval and Realization of the Action Plan on Involvement of External Assistance of the European Commission within the framework of TAIEX” entered into force.

The Resolution of the Cabinet of Ministers of Ukraine on September 09, 2020 No 813 “On Approval of the Procedure of Preparation, Approval and Realization of the Action Plan on Involvement of External Assistance of the European Commission within the framework of TAIEX” was adopted in order to improve the quality and efficiency of the TAIEX instrument in Ukraine, as well as give the Procedure for preparation, approval and implementation of the European Commission's external assistance plan within TAIEX clear structure, logical sequence and conciseness.

Resolution was developed by the National Agency of Ukraine on Civil Service for the purpose to improve the quality and efficiency of the TAIEX instrument in Ukraine, as well as give the Procedure for preparation, approval and implementation of the European Commission's external assistance plan within TAIEX clear structure, logical sequence and conciseness.

Adopted Resolution takes into account the updated approach of the European Commission in the application of the TAIEX instrument of institutional building, which provides the transition to strategic planning in key sectors of public administration.

By this Resolution:

• the Procedure of Preparation, Approval and Realization of the Action Plan on Involvement of External Assistance of the European Commission within the framework of TAIEX is approved;
• it is determined that Center for Adaptation of the Civil Service to the Standards of the European Union coordinates the implementation of the TAIEX institution building instrument;
• the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of Preparation, Approval and Realization of the Action Plan on Involvement of External Assistance of the European Commission within the framework of TAIEX” as of January 13, 2016 No 32 and paragraph 15 of the Amendments to the Acts of the Cabinet of Ministers of Ukraine approved by the Resolution of the Cabinet of Ministers of Ukraine as of December 4, 2019 № 1072 are declared invalid.

For reference: TAIEX (Technical Assistance Information Exchange) is an instrument of technical assistance and information exchange, provided by the European Commission with the aim of strengthening institutional capacity, with further adaptation of the national legislation to the legislation of the European Union (acquis communautaire), its implementation and further effective use.

Since the implementation of the TAIEX instrument in Ukraine (since 2006), as of September 2020, 19,227 representatives of Ukrainian government authorities participated in у 847 events organized in the framework of the TAIEX implementation, including 158 events initiated by the European Commission and 689 events initiated by Ukraine.
