On July 23, 2021, the President of Ukraine signed the Decree No. 307/2021 “On the decision of the National Security and Defense Council of Ukraine of June 4, 2021” On urgent measures to deepen Ukraine's integration into the North Atlantic Treaty Organization”.
According to the mentioned Decree the Cabinet of Ministers of Ukraine was defined responsible for establishing separate structural subdivisions for Euro-Atlantic integration of Ukraine in central executive authorities and other government authorities.
In addition, it is instructed to ensure the development of advanced training programs on Euro-Atlantic integration of Ukraine for civil servants and local self-government officials in a period of six months.
It should be noted that according to the results of the 2021 functional survey of government authorities and economic structures responsible for cooperation with NATO, the National Agency of Ukraine on Civil Service, the Center for Adaptation of the Civil Service to the Standards of the European Union together with the Government Office for coordination of European and Euro-Atlantic Integration of the Secretariat of the Cabinet of Ministers of Ukraine with the expert support of the Canada Technical Assistance Project PROTECT and the NATO-Ukraine Program for Professional Development of Civilian Personnel in the Security Sector developed:
- Typical provision for executive authorities and other government authorities involved in the development, monitoring and evaluation of the results of the implementation of annual national programs under the auspices of the NATO-Ukraine Commission;
- Methodical recommendations for the annual identification of the needs of specialists of ministries and other executive authorities, government authorities whose jurisdiction extends to the entire territory of Ukraine, in Euro-Atlantic integration of Ukraine and their professional training (order of NAUCS as of May 20, 2021 No. 84-21);
- General short-term training program “Development, monitoring and evaluation of the results of the implementation of the Annual National Programs under the auspices of the NATO-Ukraine Commission” (order of NAUCS as 24 May 2021 No. 87-21);
At present the general professional (certificate) professional development program “Euro-Atlantic integration of Ukraine” is drafting”.
