On Friday, January 10, 2025, Ukraine took another big step towards its European future with the launch of the Twinning project «Reforming Audiovisual Media Regulation in Ukraine in line with EU standards and international best practices». This initiative has an ambitious goal: to reboot the Ukrainian media environment, making it transparent, modern, and harmonized with European standards.
The project is being implemented by the National Council of Ukraine on Television and Radio Broadcasting with the support of international partners from Italy, Germany, France and Greece, who will share their vast experience in media regulation.
The international cooperation will last 18 months - a year and a half of intense work, training and reforms. The goal? To completely transform the regulatory system of audiovisual media in Ukraine, ensuring not only compliance with EU standards, but also creating an environment where freedom of speech, equality and independence of the media will become a reality.
The project brings together the best experts from Italy, Germany, France and Greece. These countries are recognized leaders in media management, and now their experience will be available to Ukraine. Cooperation with these countries will allow us to borrow the best European practices in media regulation and integrate them into the Ukrainian context, which is building the future.
Modernization of the media industry is an important component of Ukraine's European integration. Improving the legislative framework and regulatory mechanisms will ensure that this happens:
- Modern media legislation that meets EU standards.
- Trained experts who can effectively manage regulatory processes.
- Strengthened independence of the National Council, which will guarantee fair rules of the game in the media sphere.
- Free and competitive media operating on a level playing field.
In the coming years, the Twinning project will involve active work on the implementation of updated standards, training of specialists, and exchange of experience between Ukrainian and European experts. This will be an important step towards ensuring high standards of freedom of speech, transparency, and sustainable development of the Ukrainian media space.
This is not just a reform, it is a media revolution that will become the basis for a new, democratic Ukraine.
The Twinning project is a bold step forward that brings Ukraine and Europe even closer.
For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
