Оn January, 19, 2009 began the visit of director of the Center for adaptation of the civil service to the standards of the European Union – director of the Administrative office of the Twinning program Ms. Tetyana Kovtun to Baku, Azerbaijanian Republic.

The purpose of this visit, which will last until January, 22, 2009, is participating in the workings meetings with the Administrative office of the Twinning program in Azerbaijanian Republic, with the project of the European Commission “Introduction of Twinning and TAIEX instruments in Azerbaijan” and presentation of Ukraine on International conference on the questions of using of Twinning instrument. The mentioned conference is organized by the General Directorate of European Commission „EuroHelp” jointly with the Ministry of economic development of the Azerbaijanian Republic.

The program of conference includes presentations and exchange of experience in the sphere of:

- the use of the institutional development instrument Twinning in countries on which the European Neighbourhood policy spreads on. During this session the speach of the director of the Administrative office of the Twinning program in Azerbaijanian Republic Mr. Azgar Alakbarov „First steps to establishment of the Twinning, TAIEX and SIGMA programs in Azerbaijanian Republic”, the speach of the director of the Administrative office of the Twinning program in Ukraine Ms. Tetyana Kovtua „Experience of using Twinning instrument in Ukraine” and the speash of the deputy director of the Administrative office of Twinning program in Egypt Mr. Dalii Salem „Experience of using of Twinning instrument in Egypt” are planed;

- procedure questions of using of Twinning instrument, in particular concerning the principles and project cycle of Twinning instrument, identification of the Twinning projects;

- using of the instruments of the institutional development: during this session Mr. Oliv’e Vankhenaker the co-ordinator of the Twinning, TAIEX and SIGMA instruments for Ukraine and Azerbaijanian Republic of the General Directorate of the European Commission „EuroHelp” will present „Use of instrument of TAIEX in countries on which the European Neighbourhood and Russian policy spreads on”. The Head of the SIGMA program Mr. Bob Bonvitt will present the experience of this program in relation to the administrative reform, lessons, perspectives and introductions.
