On October 5, 2026, Selection Meeting for project proposals from European Union Member States interested in becoming partners of the Ministry for Restoration, Infrastructure and Transport of Ukraine in the implementation of the Twinning project “Institutional Assistance to the Ministry for Restoration, Infrastructure and Transport of Ukraine on legal and organisational issues for rail transport reform in Ukraine” was held in a hybrid format.
The objective of the project is to support and strengthen the reform of Ukraine’s railway transport sector in line with EU acquis requirements.
During the meeting, potential partners from the consortium comprising Spain, Lithuania and the Netherlands presented their experience in railway transport reform and operations in their respective countries. Particular attention was paid to market liberalisation and the development of a competitive market, the implementation of EU legislation, safety and interoperability, railway infrastructure management, as well as passenger transport.
The consortium representatives also presented the institutions involved in the implementation of the project, including public authorities, regulatory and supervisory bodies, railway infrastructure managers and railway undertakings. This partnership format provides for the direct exchange of practical experience and expertise of European institutions with their Ukrainian counterparts.
Particular attention was paid to the proposed approach to the implementation of the Twinning project. It includes a joint assessment of Ukraine’s needs, the development of solutions together with Ukrainian counterparts, the use of the comparative experience of three EU Member States, training, coaching and practical support. The proposed Project Leader also presented the team of experts, outlining their experience in transport policy, railway transport, regulation, safety, infrastructure and passenger services.
The proposed cooperation model is aimed at building the necessary legislative, institutional and operational capacity for the further reform of Ukraine’s railway sector and its alignment with European Union standards. In particular, the project envisages work to create the conditions for a transparent and competitive railway transport market and to strengthen capacity.
The event was attended by Marta Mohilevska, Deputy Head of Unit of Twinning Programme Administration Office Activities Ensuring from the Center for Adaptation of the Civil Service to the Standards of the European Union.
For reference: according to the Resolution of the Cabinet of Ministers of Ukraine «On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects» as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts, the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX, the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
