On January 22, 2026, the fourth Steering Committee Meeting of the Twinning project “Implementing effective supervision over non-bank financial institutions” was held. This is one of the key initiatives in reforming Ukraine’s financial sector, implemented with the participation of the National Bank of Ukraine and partners from three EU countries – Poland, Lithuania, and Spain.
The project is a major component of financial sector reform in Ukraine and aims to align national financial regulation with European Union standards. Its implementation goes beyond technical assistance and represents an important step toward deeper structural changes in the non-bank financial services market.
During the meeting, the consortium of partner countries presented a report on the results achieved during the first 12 months of project implementation, as well as an action plan for the next 3 months. The Ukrainian side was recognised as a reliable partner, focused on results and high-quality delivery.
Plans for the next quarter were also outlined. In the first quarter of 2026, the Twinning project for the National Bank of Ukraine enters its final active phase. Between January and March, 27 expert missions are planned, and by the end of Q1, 73 out of the 99 planned missions of the project will have been implemented.
During this period, intensive cooperation with experts from Lithuania and Poland continues in the areas of payment services, credit unions, and the insurance market, which will allow the completion of key activities under Components A and B. At the same time, final study visits to financial regulators in EU countries will take place, representing an important stage in consolidating results and integrating European practices into the NBU’s work.
The Ukrainian team expressed sincere gratitude to the consortium partners for their support, openness, and constructive cooperation. Participants emphasised that working side by side with European partners who share a common vision of reforms and are result-oriented is both valuable and motivating. The high level of mutual understanding, trust, and teamwork was highlighted, enabling the Twinning project to demonstrate tangible results and confidently move forward in line with the plan.

For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
