On September 11, 2026, the Workshop “Use of Twinning and TAIEX instruments for
implementing Ukraine’s European integration priorities” was held in Kyiv.
The event was organised by the National Agency of Ukraine on Civil Service, the Center for
Adaptation to the Standards of the European Union, and the High School of Public Governance,
with the support and assistance of the Hanns Seidel Foundation.
Oleh Voitovych, Acting Head of the National Agency of Ukraine on Civil Service, addressed
the participants with an opening speech. In his remarks, he emphasised the importance of the
practical use of Twinning and TAIEX instruments, systematic work on mistakes and consideration
of acquired experience, as well as the need to make the most efficient use of available instruments to
advance Ukraine's European integration reforms. The event was moderated by Maryna Kanavets,
Director of the Center for Adaptation to the Standards of the European Union.
During the first panel Stefan Schleuning, Head of Cooperation at the EU Delegation to
Ukraine, and Oleksandr Ilkov, Director General of the Government Office for Coordination of
European and Euro-Atlantic Integration, presented the role of Twinning and TAIEX instruments in
implementing Ukraine’s European integration priorities.
Representatives of Bosnia and Herzegovina, the Republic of Croatia, and North Macedonia
shared their practical experience in using TAIEX, discussing strategic guidance and practical aspects
of using the instrument in EU Member States and candidate countries.
Special attention was paid to Twinning and TAIEX instruments as part of the institutional
development of public authorities. Ukrainian experience and practical cases were shared by Anna
Strashuk, TAIEX coordinator at the Delegation of the European Union to Ukraine, Dmytro Kardash,
and Nataliia Pokynchereda, State Expert of the Ministry of Justice of Ukraine.
The practical part of the seminar was dedicated to identifying needs of the public authority
and formulating a quality TAIEX request. During the work in groups, participants completed
practical tasks and took part in the exercise “TAIEX Postcard: What will I take away with me?”,
recording key conclusions and developments.
The event was attended by representatives of public authorities responsible for European
integration and strategic planning, as well as international experts and professionals with practical
experience in using Twinning and TAIEX instruments.
The workshop continued a series of thematic events aimed at strengthening the institutional
capacity of public authorities and effectively using Twinning and TAIEX instruments to support
Ukraine’s European integration reforms.
