A seminar “Quality Management in Administrative Service Centers of Ukraine based on the CAF Model” was held in Uzhhorod

On April 29–30, 2026, a two-day seminar “Quality Management in Administrative Service Centers of Ukraine based on the CAF Model” was held in Uzhhorod. The event was dedicated to modern approaches to quality management in the provision of administrative services and the practical application of the Common Assessment Framework (CAF) in the activities of administrative service centres.

The event was a joint initiative of the National Agency of Ukraine on Civil Service, the Center for Adaptation of the Civil Service to the Standards of the European UnionUkrainian National CAF Resource Center, the High School of Public Governance, the All-Ukrainian Association of Administrative Service Centres, and Uzhhorod National University, with the support and assistance of international partners, in particular the OECD/SIGMA Programme, the Hanns Seidel Foundation in Ukraine, the GIZ Regional Fund project “Public Administration Reform in the Eastern Partnership Countries III”, and the European CAF Resource Centre.

Over the course of two days, participants not only deepened their knowledge of the CAF model and its practical application in the field of administrative services, but also worked through the key stages of its implementation, learned about the experience of the Kyiv Administrative Service Centre, took part in practical sessions on self-assessment, consensus-building, prioritisation and action planning, and discussed further steps for scaling up CAF across the network of administrative service centres in Ukraine.

An important substantive component of the seminar was the presentation of the experience of the Ukrainian National CAF Resource Center. During a separate thematic session, participants were introduced to the role and practical activities of the Center aimed at strengthening public administration reform, developing national expertise in quality management, providing methodological support for the implementation of the CAF model, as well as offering training and advisory support to public authorities.

The particular value of the event lay in combining the European methodological framework, Ukrainian practical experience, and applied tools necessary for the actual implementation of CAF in the field of administrative services.

The seminar served as an important professional platform for representatives of administrative service centres, the expert community and international partners to jointly discuss improving the quality of administrative services, developing a service-oriented culture, organisational improvement of administrative service centres, and further steps for scaling up the CAF model across the wider network of administrative service centres in Ukraine.

The Center for Adaptation of the Civil Service to the Standards of the European Union, as the Ukrainian National CAF Resource Center, will continue its systematic work on methodological support, training, advisory assistance and the development of national expertise in the implementation of CAF in Ukraine.
