CAF

The Common Assessment Framework (CAF) – is an easy-to-use, free tool to assist public-sector organisations across Europe in using quality management techniques to improve their performance. The CAF is a Total Quality Management (TQM) tool which is inspired by the major Total Quality models in general, and by the Excellence Model of the European Foundation for Quality Management (EFQM) in particular. It is especially designed for public-sector organisations, taking into account their characteristics. As of 2021, the quality management system, created in accordance with the requirements of the Common Assessment Framework (CAF), is effectively functioning in 4160 organizations from 59 countries of the world.

In order to implement the CAF in practice, as well as to organize training and consultations for the model users, the European CAF Resource Center was established in 2001 at the European Institute of Public Administration (EIPA).

Each CAF implementing country has a national resource center and its own CAF National Correspondent.

The European CAF Resource Center works closely with the CAF network of national correspondents.

On November 28-29, 2019, in Helsinki, Finland, during a meeting of the Ministers of the European Union, responsible for public administration, new members of the Working Group of CAF National Correspondents EUPAN were approved.

Observer status enhances the implementation of SIGMA experts’ recommendations, public administration and civil service reform in Ukraine, as well as enables NAUCS to officially mobilize resources and implement the European CAF quality management model in Ukraine.

During the meeting of the Ministers of the European Union, the Center for Adaptation of the Civil Service to the Standards of the European Union received the status of the Ukrainian National CAF Resource Center, and its elected staff – the status of national correspondents.

The main task of the Ukrainian National CAF Resource Center is methodological and informational support for the implementation of the quality management system in the executive authorities at the central and local levels.
