On March 15, 2024 a working meeting between representatives of the Center for Adaptation of the Civil Service to the Standards of the European Union and representatives of the GIZ project, the SIGMA Programme and the European Institute of Public Administration (EIPA) was held online to discuss areas of cooperation within the framework of new project “Towards a sustainable Quality Management Approach in the Eastern Partnership countries”.
Maryna Kanavets, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, presented the experience of implementing the quality management system (Common Assessment Framework, CAF) in Ukraine and outlined the main areas of work for the further development of the quality management system.
Based on the results of the meeting, the parties discussed opportunities for cooperation and determined future directions of support aimed at developing the institutional capacity of the Ukrainian National CAF Resource Center/ Center for Adaptation of the Civil Service to the Standards of the European Union.
For reference: a joint project of GIZ and the OECD/SIGMA Programme “Towards a sustainable Quality Management Approach in the Eastern Partnership countries” is designed to encourage significant engagement in advancing public administration reforms within the EaP countries through the strategic implementation of the Common Assessment Framework (CAF). The CAF serves as an effective quality management model, which can boost and facilitate the implementation of public administration reform (PAR) priorities in Eastern Partnership (EaP) countries.
In order to develop a sustainable quality management strategy for the five countries in the Eastern Partnership Region a number of activities are planned in 3 stages:

Elevating excellence by raising awareness and first steps in CAF and its use towards sustainable success.

Piloting excellence & the shaping future: Piloting CAF in EaP countries.
