On May 18, 2017 at the premises of the Ministry of Infrastructure of Ukraine the third Steering Committee Meeting of the Twinning Project “Support to Improving the Safety of Multimodal Dangerous Goods Transport in Ukraine” was held.
The project is implemented in joint cooperation with the Ministry of Public Works and Transport of the Kingdom of Spain, the Ministry of Environment, Energy and the Sea of the French Republic and the General Inspectorate of Road Transport of the Republic of Poland.
The goal of the project is to improve multimodal dangerous goods transport system in Ukraine including road, rail, sea and river (IWW) as well as multimodal connections in line with the European rules and standards.
RTA counterpart Anton Schelkunov welcomed the participants as well as expressed the gratitude to the European experts for the fruitful cooperation and support in development of state policy on carriage dangerous goods including road, rail, sea and river transport.
Transport Project Manager of the EU Delegation to Ukraine Teodora Andreeva commented the quarterly report and admitted the importance of strengthening cooperation between the parties of Twinning project that will contribute to achieve the mandatory results. In addition, significant progress in structural and formal approaches to Twinning project was noted.
MS Project Leader from the Kingdom of Spain, Head of the Unit for Land Transport Inspection of the Ministry of Public Works and Transport Luis Martinez Jimenez and MS Project Leader from the Republic of Poland, Acting Deputy General Inspector of Road Transport Lukasz Bryla admitted the importance of the project for Ukraine that contribute to strength the institutional capacity of the Ministry of infrastructure of Ukraine and effective carriage of dangerous goods in Ukraine in general.
Junior Project Leader, Head of the Mission for Transport of Dangerous Goods of the Ministry of Environment, Energy and the Sea Claude Pfauvadel emphasized that translation of international regulatory acts in the sphere of carriage dangerous goods into Ukrainian language is important for further project implementation.
RTA, Deputy Director of General Inspectorate of Road Transport of the Republic of Poland Michal Pierzchala and RTA counterpart Anton Schelkunov presented the project quarterly report, outlined realized activities of all components and defined plans for the next reporting period. In addition, it was informed about the decision to establish working groups for further project implementation, assigned to each component.
BC Project Leader, Deputy Minister of Infrastructure of Ukraine for European Integration Viktor Dovgan thanked the European experts for fruitful cooperation and underlined that the mission have been realized within the framework of the A, B and C components on analysis of international and national legislation in the sphere of carriage dangerous goods.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the event was attended by the Senior Consultant on the Twinning Coordination Sector of the Projects Management Unit Yuliia Fedyna.
The representatives of the General Inspectorate of Road Transport of the Republic of Poland, Ministry of Infrastructure of Ukraine, State Service of Ukraine for Transport Safety and other stakeholders also took part in the event.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX and CIB programme implementation in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments and CIB programme the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
