On May 23, 2017 at the premises of the National Commission for State Energy and Public Utilities Regulation of Ukraine (hereinafter – NEURC) the Fifth Steering Committee Meeting for the Twinning Project “Support the National Commission for State Energy and Public Utilities Regulation of Ukraine in the Process of Electricity Market Reform” was held.
The project is aimed at capacity building of the NEURC in order to contribute for electricity market reform to the international standards.
BC Project Leader Volodymyr Yevdokimov in his opening speech welcomed the participants, summarized the fifth reporting period of the Twinning project implementation and outlined the main challenges for the next reporting period.
RTA Kristian Takac introduced the participants the main activities that were realized during the reporting period as well as admitted the importance of adjustment of the Action Plan with the draft Law of Ukraine “On Electricity Market”.
Furthermore RTA Counterpart Valerii Tsaplin noted that realization of the draft Law of Ukraine “On Electricity Market” will help to prevent the legal uncertainty of the NEURC for effective Twinning project implementation.
Head of Operations Section 3 “Development Related to Infrastructure (Energy, Transport) and Environment” Johannes Baur admitted the significant progress in project realization as well as improving the cooperation between the experts of both parties. In addition relevant comments and observations to the quarterly report were delivered.
During the working meeting participants also discussed the work plan and current project tasks for 2017-2018 and agreed the fifth quarterly report.
The event was attended by the MS Project Leader Miroslav Luptak, Sector Manager from Delegation of the EU to Ukraine Olga Simak, representatives of the NEURC and Senior Consultant of the International Cooperation Sector Projects Management Unit Anatolii Sopilka from the Center for Adaptation of the Civil Service to the Standards of the European Union.
For reference:
according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX and CIB programme implementation in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments and CIB programme the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
Twinning Project “Support the National Commission for State Energy and Public Utilities Regulation of Ukraine in the Process of Electricity Market Reform” includes 6 components:
- Component 1 — Project support and specialized language training;
- Component 2.— Access of market actors to electricity networks ;
- Component 3 — Switching electricity supplier, switching/appointment of Default Supplier / Supplier of Last Resort;
- Component 4 — Regulation of Default supplier / Supplier of Last Resort operation;
- Component 5 — Support in the development of Day-ahead Market Rules;
- Component 6 — Support in the implementation of TSO and DSO unbundling.
