On 21 June, 2017 at the premises of the EU Delegation to Ukraine the video-conference with representatives of the European Commission in order to discuss the updated Common Twinning Manual for candidate countries and countries the prospect of EU membership within the framework of the European Neighbourhood Instrument (ENI) and Instrument for Pre-accession Assistance (IPA) took place.
During the event Twinning Group Leader of the European Commission Claus Lech in his presentation conducted a review of the main approaches to Twinning implementation and underlined the importance of communication component of instrument that lies in strengthening of information campaign on Twinning opportunities and relevant projects implementation. Among the main innovations of the document it should be noted that the Twinning Fiche development approaches, procedure of selection of EU Member States, preparation of Twinning contract and Action Plan are changed as well as the term of the project documentation preparation was reduced.
Sector Managers of the EU Delegation to Ukraine and Center for Adaptation of the Civil Service to the Standards of the European Union as well as other stakeholders attended the event.

Twinning is a form of direct technical co-operation between public administrations and mandated bodies of EU Member States and government authorities of Ukraine that transfers know-how and best practices between public administrations of EU Member States and their Ukrainian counterparts.
According to Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
