On September 20, 2017, at the premises of the Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine an All-Ukrainian Meeting-Seminar with participation of with the participation of heads of local and regional centers for retraining and advanced training for representatives of government authorities as well as representatives of local self-government authorities, state enterprises, institutions and organizations higher educational institutions that provide professional training for master's degree in ”Public Administration and Management” on the theme “Professional Development and Training of Civil Servants and Local Self-Government Officials: Challenges, Objectives, Perspectives”.
The event was organized by the National Agency of Ukraine on Civil Service, the Center for Adaptation of the Civil Service to the Standards of the European Union, the National Academy for Public Administration under the President of Ukraine, the Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine with the participation and support of the Representation Office of Hanns Seidel Foundation in Ukraine.
Expert of the Council of Europe Programme “Decentralization and Territorial Consolidation of Ukraine”, Executive Director of the Charitable Foundation “CCC Creative Center” Volodymyr KUPRII, Vice President of the National Academy for Public Administration under the President of Ukraine Maryna BILYNSKA, Head of the Odessa Regional Institute for Public Administration of the NAPA under the President of Ukraine Mykola IZHA presented their welcome speeches as well as underlined the need to increase the level of professional competence of civil servants, local self-government officials and deputies of local councils in the conditions of reforming of public administration and civil service, decentralization of power and local self-government reform.
Participants of the meeting-seminar had an opportunity to discuss the EU experience and best national practices of training and advanced training of civil servants, local self-government officials, deputies of local councils and specialists in the area of public administration and management, in particular, the role of international cooperation as well as international projects and programmes in their professional education and development.
Furthermore, a number of important issues related to the development of civic competencies of officials of government authorities and local self-government authorities in the context of public administration reforming and European integration were considered.
