On October 02, 2017 at the premises of the National Agency of Ukraine on Civil Service (NAUCS) the Head of the NAUCS Kostiantyn VASHCHENKO had a working meeting with representatives of the Council of Europe Office in Ukraine.
Head of the NAUCS Kostiantyn VASHCHENKO thanked the representatives of the Council of Europe Office in Ukraine for fruitful cooperation in preparing the draft Concept for reform of vocational training system for civil servants, local self-government officials and members of local councils, as well as support for the improvement of the official web-site of the NAUCS. In addition, he also expressed interest in expert support for the development of secondary legislation to the Laws of Ukraine "On Civil Service" and "On Service in Local Self-Government Authorities".
Daniel POPESCU, Head of the Democratic Institutions and Governance Department of the Directorate General of Democracy (DG II) of the General Secretariat of the Council of the Europe, Special Adviser to the Government of Ukraine on Decentralization, in his speech admitted that cooperation with the NAUCS is an important component of the Council of Europe's 2018-2021 Work plan. In particular, this activity will focus on issues of ensuring the professionalism of local self-government officials, the introduction of an electronic human resources management system in local self-government authorities, as well as expert support for the decentralisation reform.
The meeting was also attended by the representatives of the Council of Europe Office in Ukraine Sylvia IVANOVA, adviser of the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine”, Volodymyr KUPRII, expert of the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine”, Andrii HUK, manager of the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine” and Yuliia LYKHACH, First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union.
