On September 27, 2017 at the premises of the Ministry of Infrastructure of Ukraine the Fourth Steering Committee Meeting of the Twinning Project “Support to the Ministry of Infrastructure in Establishing Conditions for Application of the European Model of Rail Transport Service Market in Ukraine” was held.
The Project is implemented in joint cooperation with the Ministry of Public Works and Transport of Spain, International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) as well as Ministry of Transport and Communications of the Republic of Lithuania.
The Project is implemented in order to enhance efficiency of public administration in the environment of railway transport reforms and development of competition in line with the provisions of relevant EU acquis stipulated in the EU–Ukraine Association Agreement.
Deputy Head of the Rail Transport State Policy Department – Head of Rail Transport Development, Logistics and Interaction with Market Participants Unit of the Ministry of Infrastructure of Ukraine Serhii Savinykh welcomed the participants and expressed his gratitude for the provided support on Twinning Project Implementation that will strengthen the capacity of the Ministry of Infrastructure of Ukraine on policy development for competitive market creation of rail transport.
Spanish Project Leader Matilde Fernández Balbín thanked the participants for the cooperation within the framework of the Project in order to its successful implementation. And underlined that during the reporting quarter attention was focused on the implementation of the policy in the field of passenger transportation, involvement of Ukrzaliznytsia to project implementation and solving of payment issue for the infrastructure use.
Junior Project Leader from the Republic of Lithuania Robertas Šerėnas expressed gratitude to all parties involved to the implementation of the Twinning project, emphasized on the study visit of the Ukrainian delegation from the Ministry of Infrastructure of Ukraine, Ukrzaliznytsia and the State Service of Ukraine for Transport Safety (hereinafter – Ukrtransbezpeka) to the Republic of Lithuania where the participants got practical experience in the field of railway transportation.
RTA José Antonio Samino Navo presented the quarterly report, outlined realized activities of all components and defined plans for the next reporting period. In particular, emphasized on public policy mission, passenger transportation within the framework of Component A. Also, focused the attention on the development of a methodology for calculating the payment for the use of infrastructure.
Twinning Partner from Ukraine Svitlana Zabolotska stressed on the importance of creation of the Working Group on Decentralization based on Minister of Regional Development, Construction and Housing and Communal Services of Ukraine and stressed on the importance for unification of efforts to achieve high results during the implementation of the Project, as well as resolving the issue of cooperation with Ukrzaliznytsia.
Head of Operations Section 3 “Development Related to Infrastructure (Energy, Transport) and Environment” of the EU Delegation to Ukraine Johannes Baur underlined that coordination and cooperation with other European Union funded projects is extremely important and proposed to consolidate efforts with Ukrzaliznytsia and Ukrtransbezpeka during the implementation of the project stressing that the EU Delegation to Ukraine expressed readiness to provide the necessary assistance and to take part in organizing the events with other Ministries.
In addition, it was emphasized on the necessity of making amendments to the contract in terms of changing the project leader from the beneficiary and updating the Work Plan in accordance with further steps in the implementation of the project.
Coordinator of transport projects of the EU Delegation to Ukraine Svitlana Didkivska, representatives of Ukrzaliznytsia and the Ministry of Infrastructure of Ukraine, and other stakeholders took part in the event .
The chief consultant of the Twinning Coordination Division of the Project Management Unit of the Center for the Adaptation of the Civil Service to the Standards of the European Union Yuliia Fedyna took part in the meeting.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
