On November 30, 2017 at the premises of the National Agency of Ukraine on Civil Service the Coordination Group Meeting on Twinning and TAIEX Instruments Implementation in Ukraine (hereinafter — Coordination Group Meeting) was held.
In his welcoming speech the Head of the NAUCS Kostiantyn Vashchenko underlined that the implementation of the institutional building instruments Twinning and TAIEX in Ukraine is a key to the effective implementation of strategic reforms and adaptation of Ukrainian legislation to European norms and standards.
First Counselor, the Head of Section “Economic Cooperation, Social and Regional Development” of the EU Delegation to Ukraine Juana Mera Cabello identified the priority areas of the implementation of Twinning and TAIEX instruments in Ukraine, in particular good governance, economic cooperation, connectivity networking and people-to-people contacts.
Cooperation Assistant, Horizontal issues and reporting of the EU Delegation to Ukraine Victoria Brich outlined that the use of the Twinning instrument is primarily aimed at institutional development of government authorities.
Director of the Twinning Programme Administration Office Maryna Kanavets emphasized the interest of government authorities in Twinning instrument implementation, in particular it was noted that the current Work Plan includes 59 Twinning projects (41 projects are completed, 12 projects are at the implementation stage and another 6 projects are at the stage of Twinning Fiche preparation). In addition, Maryna Kanavets presented the main results of project proposals processing received from government authorities within the framework of the annual programming procedure as well as presented the results of the European Commission technical assistance within the framework of TAIEX in 2017 and the Plan of Involvement of the European Commission`s External Assistance within the framework of TAIEX (hereinafter — Plan of Involvement) that was developed on the basis of proposals submitted by government authorities.
During the Coordination Group meeting all the participants discussed the draft Plan of Involvement and decided to approve it. In order to implement paragraph 12 of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of the Preparation, Approbation and Implementation of the Plan of Involvement of the European Commission`s External Assistance within the framework of TAIEX” as of January 13, 2016 No 32, the approved Plan of Involvement will be submitted for consideration to the Cabinet of Ministers of Ukraine. During the Coordination Group Meeting participants also considered proposals from government authorities concerning the launching of new Twinning projects. As a result project proposals that will be included in the Work Plan of Twinning projects on 2018 were selected.
Representatives of the National Agency of Ukraine on Civil Service, Center for Adaptation of the Civil Service to the Standards of the European Union, Presidential Administration of Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Economic Development and Trade of Ukraine, Ministry of Foreign Affairs of Ukraine and EU Delegation to Ukraine took part in the Coordination Group Meeting.

Moreover, according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of the Preparation, Approbation and Implementation of the Plan of Involvement of the European Commission`s External Assistance within the framework of TAIEX” as of January 13, 2016 No 32 the NAUCS is a national coordinator of institutional building instrument TAIEX implementation.
