On November 16, 2017 at the State Fiscal Service of Ukraine the closing conference of the Twinning Project “Support to the State Fiscal Service of Ukraine in Reinforcing IBM Elements in the Area of Customs Matters” was held.
The Project is implemented by the State Fiscal Service of Ukraine together with the German Federal Ministry of Finance, the Ministry of Finance of the Republic of Poland and Customs Department under the Ministry of Finance of the Republic of Lithuania. The goal of the Project was to establish a basis for effective customs management and integrity in Ukraine based on IBM principles.
Acting Head of the State Fiscal Service of Ukraine, Acting Project Leader from Ukraine Myroslav Prodan in his speech expressed sincere gratitude to the Project partners from the EU Member States for their high professionalism and effective cooperation in achieving the mandatory results of the Project. According to the speech of Myroslav Prodan, the project had become one of the most successful projects of international technical assistance in the process of reforming the customs area in Ukraine. “The Project would be impossible to launch without support of the European Commission which believed in decision and ability of customs authorities of Ukraine in reforming process in accordance with the European standards. During all the period of the Project realization we felt the support of the EU Delegation to Ukraine. Such kind of assistance and support in a difficult time for Ukraine has the special value and weight”, - Project Leader from Ukraine said.
Ambassador Extraordinary and Plenipotentiary of the Republic of Poland in Ukraine Jan Pieklo, Ambassador Extraordinary and Plenipotentiaryof the Republic of Lithuania in Ukraine Marius Janukonis and Deputy Head of the Mission, Attorney in Matters of the Embassy of German Federal Republic in Ukraine of Wolfgang Bindseil in their interventions expressed the willingness of the European part to fully support the State Fiscal Service of Ukraine in realization of further reforms in the customs area on completion of the Project.
Head of Operations Section 1 “Good Governance and Democratisation” of the EU Delegation to Ukraine Martin Klauke underlined strategic importance of the Project and noticed that cooperation with the State Fiscal Service of Ukraine would be enhanced in the context of realization of one of components of the EU Programme on Support to Public Finance Management in Ukraine.
The meeting was attended by representatives of the European Commission, government authorities of the EU Member States and Ukraine, Twinning Project representatives from the State Border Guard Service of Ukraine and others.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union Deputy Head of the Projects Management Unit Inna Bielobratova took part in the meeting.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine.
In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institutional building instrument TAIEX implementation in Ukraine.
The Twinning Project “Support to the State Fiscal Service of Ukraine in Reinforcing IBM Elements in the Area of Customs Matters” includes three main components:
- Component 1 – Amendment of legislation related to integrated border management;
- Component 2 – Operational Arrangements of IBM cooperation;
- Component 3 – Integrity development
