On January 24, 2018, at the premises of the Antimonopoly Committee of Ukraine the Sixth Steering Committee Meeting of the Twinning Project “Strengthening Institutional Capacities of the Antimonopoly Committee of Ukraine to Conduct Market Studies and Effectively Enforce Competition Law in accordance with EU standards” was held.
The goal of the Project is to increase the transparency and stability of competition policy of Ukraine through approximation of national legislation to EU standards, improving law enforcement and advocacy of competition, which will be based on the government authorities in the sphere of Ukraine and EU Member States competition. Twinning project implementation is supported by a consortium of the Federal Republic of Germany and the Republic of Lithuania.
The Head of the Antimonopoly Committee of Ukraine Yurii Terentyev in his opening speech stressed on the importance of conducted events in the framework of the reporting quarter. He also underlined the necessity to make some amendments to the Work Plan, which will allow to solve a number of problems that arose during the project implementation.
Project Leader from the Federal Republic of Germany Wolf-Dieter Plessing expressed gratitude to the European experts for fruitful cooperation as well as support in strengthening institutional capacities of the Antimonopoly Committee of Ukraine for the purpose of increase effective enforcement of competition law and implementation of market research in order to promote competition in key sectors of the national economy. Furthermore, the Minutes of the Fifth Steering Committee Meeting were presented for approval. In addition, project leader reported on the preparation of the Addendum to the Contract of the project which is under the consideration of the EU Delegation to Ukraine.
RTA Wolfgang Jakobi presented the quarterly report of the Project, outlined the measures implemented in the framework of the components as well as identified plans for the next reporting period.
Deputy Director of the Department on Competition Policy Viktor Talakh, Project Leader from the Republic of Lithuania Šarūnas Keserauskas, Sector Manager on Competition and Economic Issues of the EU Delegation to Ukraine Iryna Hubarets and other stakeholders took part in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the Twinning Coordination Division of the Project Management Unit Yuliia Fedyna attended the event.
For reference: according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine.In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX implementation in Ukraine.In order to provide effective coordination of Twinning and TAIEX instruments the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
