On February 13, 2018, at the premises of the Ministry of Infrastructure of Ukraine the Sixth Steering Committee Meeting of the Twinning Project "Support to Improving the Safety of Multimodal Dangerous Goods Transport in Ukraine" was held.
The project is implemented in joint cooperation with the Ministry of Public Works and Transport of the Kingdom of Spain, the Ministry of Environment, Energy and the Sea of the French Republic and the General Inspectorate of Road Transport of the Republic of Poland.
The goal of the Project is to improve the multimodal system of dangerous goods transportation by road, rail, sea and river transport in Ukraine, as well as to improve multimodal communication in accordance with European norms and standards.
The Resident Twinning Adviser counterpart, Head of the Division of Transport Safety and Technical Regulation of the Ministry of Infrastructure of Ukraine Anton Shchelkunov welcomed the participants as well as expressed the gratitude to the European experts for the fruitful cooperation and support in development of state policy on carriage dangerous goods including road, rail, sea and river transport. In addition, the gratitude for the study visit to Warsaw (Republic of Poland) was expressed to the project partners and underlined than the representatives of the Ministry of Infrastructure of Ukraine received comprehensive and necessary information on the transport of dangerous goods by road, however, difficulties and differences in approaches of attracting rail transport were identified.
Sector manager for transport policy, project manager of the EU Delegation to Ukraine Teodora Andreeva expressed gratitude to the project experts and commented the quarterly report, in particular, she noted the successful registration of the draft Law of Ukraine "On Amendments to Some Laws of Ukraine on bringing them in line with the legislation of the European Union in the area of transport of dangerous goods" dated on 08.12.2017 No7387 (hereinafter - the draft Law). However, it was stressed that according to the Association Agreement between Ukraine and the EU it is necessary to assess the compliance of the draft Law with the EU legislation and assess the impact of the draft Law on the national legislation of Ukraine.
Teodora Andreeva also thanked the experts for the trainings and seminars and stressed that the organization of events is only part of the comprehensive reform of the transport infrastructure of Ukraine and the improvement of the institutional capacity of the Ministry of Infrastructure, and for the successful implementation of the project, the focus should be on the implementation of measures under the components of the project.
The Project Leader on behalf of the Kingdom of Spain, Head of the Unit for Land Transport Inspection of the Ministry of Public Works and Transport, Luis Martinez Jimenez and Junior Project Leader on behalf of the Republic of Poland, Deputy General Inspector of Road Transport Lukasz Bryla have recommended the involvement of representatives of government authorities and international experts involved in the implementation of the project, in particular the Ministry of Internal Affairs of Ukraine and the Ministry of Economic Development and Trade of Ukraine and jointly make the quality check of the draft Law, considered on its compliance with the EU directives and on the concrete steps and practical action for further project implementation.
Also, Junior Project Leader on behalf of the French Republic, Head of the Mission for Transport of Dangerous Goods of the Ministry of the Ecological and Solidarity Transition Claude Pfauvadel noted that the draft Law covers all areas of the transport of dangerous goods, which may cause some difficulties in the process of its integrated implementation. At the same time, it was emphasized that work in the further implementation of the project should focus on the functions that should be performed by the competent government authorities and on the analysis of requirements and characteristics, and the quality check could be carried out within the framework of component A and mission A4, which is scheduled for the next reporting period.
RTA, Deputy Director of General Inspectorate of Road Transport of the Republic of Poland Michal Pierzchala and RTA counterpart Anton Shchelkunov presented the project quarterly report, outlined realized activities in the framework of the components and defined plans for the next reporting period. In particular, admitted that during the reporting period the needs assessment of the representatives of the Ministry of Infrastructure of Ukraine involved in the implementation of the project was conducted to determine the needs in the training and to plan further activities in accordance with the project components.
Representatives of the International and Ibero-American Foundation for Administration and Public Policy (FIIAPP), Ministry of Infrastructure of Ukraine, State Service of Ukraine for Transport Safety and other stakeholders also took part in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the event was attended by the Head of the Twinning Coordination Division of the Projects Management Unit Yuliia Fedyna.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX implementation in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
