Portfolio Review of European Union Projects

On February 26, 2018 at the premises of the Delegation of the European Union to Ukraine under the co-chairmanship of the First Deputy Minister of Economic Development and Trade of Ukraine Maksym Nefiodov, and the Head of Delegation of the European Union to Ukraine Hugues Mingarelli the portfolio review of European Union projects was held.

The Head of Delegation of the European Union to Ukraine Hugues Mingarelli greeted the participants of the event and outlined the importance of providing technical assistance of the European Union for the authorities of Ukraine. In particular, he stressed the need for harmonization of Ukrainian legislation to the standards of the European Union. In addition, he noted that efforts are focused on the process of decentralization.

The First Deputy Minister of Economic Development and Trade of Ukraine Maksym Nefiodov expressed the gratitude to the Delegation of the European Union to Ukraine and emphasized that active implementation of the planned reforms will help the ministries to reach new qualitative level. Attention was focused on the implementation of budget support programmes of Ukraine and simplified procedures for registration of international technical assistance projects.

The Head of Cooperation of the Delegation of the European Union to Ukraine Berend de Groot reviewed the portfolio of the European Union’s projects, particulary outlined three key areas within which further cooperation with government authorities will be undertaken:

  • public administration and rule of law;
  • local governance, social services and agriculture;
  • economic cooperation, energy, infrastructure and environment.

Also, the participants of the event discussed programming framework for 2018-2020 and the European Union's Action Programme for 2018. The importance of organizing an information campaign within the framework of the implementation of programmess and projects of the European Union was emphasized.

In addition, during the event, the Cooperation Assistant, Horizontal issues and reporting of the Delegation of the European Union to Ukraine Victoria Brich and the Head of the Twinning Coordination Division of the Projects Management Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Yuliia Fedyna outlined the issue of new edition of the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No. 700.

It was noted that in 2017, in order to increase the effectiveness of implementation and use of institution building instrument Twinning, the European Commission updated the Twinning Manual for candidate countries and countries with a prospect of European Union membership within the framework of the European Neighbourhood Instrument (ENI) and the Instrument for Pre-accession Assistance (IPA).

The document came into force on July 1, 2017. This caused the necessity of introducing the relevant amendments to the Procedure for the initiation, preparation and implementation of Twinning projects. The draft Resolution is in compliance with the mechanism of involving the Twinning instrument and is to be submitted to the Ministry of Economic Development and Trade of Ukraine and the Ministry of Finance of Ukraine for consideration.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning, TAIEX instruments the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
