Current state and further steps to implement the information system of human resources management in government authorities were discussed at the Steering Committee Meeting of the HRMIS project.
Chaired by the Minister of the Cabinet of Ministers of Ukraine Oleksandr Saienko, the Steering Committee Meeting was held to ensure the monitoring and control of the state of HRMIS project implementation.
Head of NAUCS Kostiantyn Vashchenko underlined in his speech that the information system of human resources management in government authorities was introduced in order to establishment a unified centralized system for the analysis and operational processing of information in the area of civil service.
In particular, he emphasized that, in order to implement the Grant Agreement between the Ministry of Economic Development and Trade of Ukraine and the International Bank for Reconstruction and Development, as well as to implement one of the main strategic state documents, namely the Strategy for Public Administration Reform, NAUCS has already taken a number of measures to implement the system, namely:
- an appropriate project group has been formed on the project implementation, the head of which has been appointed Head of NAUCS;
- working groups in the areas of human resources management, payroll and technical group were formed;
- it is guaranteed that a technical specification is written to the information system that is in the final stage and the process of its prior approval with World Bank;
- the preparation of tender documentation in accordance with World Bank standards for the further conduct of the procurement procedure has begun.
Kostiantyn Vashchenko stressed that ensuring high quality of the system is a key priority for NAUCS.
Oleksandr Saienko emphasized in his speech that the introduction of an integrated information management system for human resources in government authorities is one of the priorities of the civil service reform and standardization of data sets necessary for implementation of human resources management measures.
The system will ensure effective monitoring of the civil service, as well as increase the quality of human resources management and improve control over personnel costs.
He stressed that HRMIS will promote:
- to improve an information exchange between government authorities on workforce planning and staff selection, employment structure, personnel statistics, upgrading of skills and staff development, performance and remuneration management;
- to strengthen macroeconomic forecasting, budgetary planning and long-standing budgetary capacities of the Ministry of Finance of Ukraine for achieving the fully integrated mid-term fiscal forecast functionality;
- to increase capacity for evaluating the tax expenditure and tax gap administration.
Minister of the Cabinet of Ministers of Ukraine pointed out that for the purpose of effectively introduction of information system, the Government approved the Concept of implementation of HRMIS in government authorities and Action Plan for its realization, thereby demonstrating political commitment and willingness of the Government of Ukraine to implement the information system at governmental level.
Oleksandr Saienko endorsed the proposal of Kostiantyn Vashchenko to revise financial agreement indicators and informed on letter to the European Commission to be prepared regarding this issue.
Senior State Banking Officer of the World Bank Svitlana Proskurovska and Head of Operations Section 1 “Good Governance and Democratisation” of the EU Delegation to Ukraine Martin Klaucke delivered speeches on support of the World Bank to NAUCS in implementing the information system. They also underlined the substantial progress has been achieved by NAUCS towards the realization of the HRMIS project.
Representatives of government authorities, Apparatus of the National Security and Defense Council of Ukraine, the Reform Office for the Cabinet Ministers of Ukraine, representatives of the World Bank and EU Delegation to Ukraine participated in the meeting.
