On March 21, 2018 at the premises of the Ministry of Infrastructure of Ukraine the Sixth Steering Committee Meeting of the Twinning Project “Support to the Ministry of Infrastructure in Establishing Conditions for Application of the European Model of Rail Transport Service Market in Ukraine” took place.
The Project is implemented in joint cooperation with the Ministry of Public Works and Transport of Spain, International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) as well as Ministry of Transport and Communications of the Republic of Lithuania.
The project implementation provides enhancing efficiency of public administration in the context of railway transport reform and developing competition according to provisions of the EU acquis.
Spanish Project Leader Matilde Fernández Balbín expressed her gratitude to representatives of the Ministry of Infrastructure of Ukraine, JSC “Ukrzaliznytsia”, State Service of Ukraine for Transport Safety as well as all present for cooperation, a prerequisite for successful project implementation. It was also noted that during the reporting quarter, work on finalizing a draft law on railway transport has been continued. In addition, Andrius Sniuolis was introduced as a new junior MS PL on behalf of the Ministry of Transport and Communications of the Republic of Lithuania.
Deputy Director of the Department, Head of the Unit on Economic Forecasting and Financial Instruments in the Area of Railway Transport of the Ministry of Infrastructure of Ukraine Yurii Tverdov emphasized the importance of implemented measures within the reporting quarter. It was stressed that work on the translation of technical specification that regulates interoperability is underway.
RTA José Antonio Samino Navo presented the quarterly report, outlined realized activities of all components and defined plans for the next reporting period. In particular, the effectiveness of organized expert missions was admitted, during which issues on infrastructure charges and establishing a working group on implementing activities within the framework of the project were considered.
RTA BC counterpart Svitlana Zabolotska underlined the high level of implemented activities during the reporting period. Particularly, emphasized the importance of a workshop on interoperability regulation, which enabled to get acquainted with the main approaches and attract highly-qualified experts.
Coordinator of transport projects of the EU Delegation to Ukraine Svitlana Didkivska, representatives of Ukrzaliznytsia, Ukrtransbezpeka and Ministry of Infrastructure of Ukraine, and other stakeholders attended the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Chief Consultant of the Twinning Coordination Division of the Project Management Unit Yuliia Fedyna took part in the meeting.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
