On November 29, 2018 at the National Agency of Ukraine on Civil Service the Coordination Group Meeting on Twinning and TAIEX Instruments Implementation in Ukraine was held.
In welcoming speech the Head of the NAUCS Kostiantyn Vashchenko underlined that the implementation of the institutional building instruments Twinning and TAIEX in Ukraine is a key to the effective implementation of strategic reforms and adaptation of Ukrainian legislation to European norms and standards.
Head of Cooperation of the Delegation of the European Union to Ukraine Stefan Schleuning identified the priority areas of the implementation of Twinning and TAIEX Instruments in Ukraine, in particular corruption, decentralization, culture and e-governance. In addition, he outlined that the use of the Twinning instrument is primarily aimed at institutional development of government authorities.
First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Yuliia Lykhach emphasized the growth of interest of government authorities in Twinning and TAIEX Instruments Implementation. In addition, she presented a new Procedure for the Initiation, Preparation and Implementation of Twinning projects approved by the Resolution of the Cabinet of Ministers of Ukraine as of August 22, 2018 No 663 and noted that active work on the development of Methodical Recommendations on Twinning Instrument in accordance with the updated Twinning Manual and the abovementioned Resolution is currently underway.
In addition, Head of the Twinning Coordination Division Yuliia Fedyna and Head of the TAIEX Coordination Division of the Center for Adaptation of the Civil Service to the Standards of the European Union Olena Rachynska presented the Twinning Work Plan, that include 62 Twinning Projects (47 – completed, 7 – on the stage of implementation, 7 – on the stage of the development of the Twinning Fiche and 1 – of the stage of development of the Twinning Contract) as well as outlined the results of the European Commission's Technical Assistance in the framework of TAIEX for 2018.
Representatives of the Twinning Programme Administration Office and EU Delegation to Ukraine presented the main results of the Twinning project proposals received from the government authorities in the framework of Annual Programming Procedure, as well as the draft Plan of Involvement of the European Commission's Technical Assistance in the framework of TAIEX (hereinafter " Plan of Involvement") developed on the basis of proposals provided by goverment authorities.
During the meeting all the participants of the Work Group discussed the draft Plan of Involvement and decided to approve it. In order to implement paragraph 12 of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of the Preparation, Approbation and Implementation of the Plan of Involvement of the European Commission`s External Assistance within the framework of TAIEX” as of January 13, 2016 No 32, the approved Plan of Involvement will be submitted for consideration to the Cabinet of Ministers of Ukraine. During the Coordination Group Meeting participants also considered proposals from government authorities concerning the launching of new Twinning projects. As a result project proposals that will be included in the Work Plan of Twinning projects on 2018 were selected.
Representatives of the National Agency of Ukraine on Civil Service, Center for Adaptation of the Civil Service to the Standards of the European Union, Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Economic Development and Trade of Ukraine, Ministry of Foreign Affairs of Ukraine and EU Delegation to Ukraine took part in the Coordination Group Meeting.

Moreover, according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure of the Preparation, Approbation and Implementation of the Plan of Involvement of the European Commission`s External Assistance within the framework of TAIEX” as of January 13, 2016 No 32 the NAUCS is a national coordinator of institutional building instrument TAIEX implementation.
