On 03 December, 2018 the EU Project “Support to Comprehensive Public Administration Reform in Ukraine” (EU4PAR) in joint cooperation with Secretariat of the Cabinet of Ministers of Ukraine and National Agency of Ukraine on Civil Service (NACS) held the international conference “Professional Training and Development in the Civil Service: Experience of Other Countries for Ukraine”.
The event was organized in order to discuss the issue of reforming the system of professional training and development of civil servants in the context of modernization of the civil service of Ukraine, presenting the best European practices and key tendencies in determining the training needs of civil servants, developing and implementing effective training programs.
Minister of the Cabinet of Ministers Oleksandr SAIENKO in his opening address noted that the establishment of an effective system of training is the basis for the development of civil servants who should become a driver for successful changes, implementation of public administration reform and other important reforms in Ukraine. I addition, professional training system should provide relevant and up-to-date knowledge, be flexible and tailor-made, integrated into the personnel management system, and most importantly - develop leadership in the civil service.
Head of NACS Kostiantyn VASHCHENKO underlined that important that an important element of civil service reform is introduction of updated system for professional training of civil servants in accordance with the requirements of professional standards, thus creating a modern, integrated, mobile and flexible training system with advanced infrastructure and effective governance, and contributing the effective implementation of good governance principles.
The speech was also delivered by the Head of Operations Section 1 “Good Governance and Democratisation” of the EU Delegation to Ukraine Martin KLAUCKE, who emphasized the strategic importance of modernizing the civil service of Ukraine on the basis of the best European practices and expressed the willingness of the European side to fully support this initiative.
Best domestic and international experience of functioning of training system in the civil service in Ukraine, Poland, Estonia, Slovenia and France, in particular in the area of identifying the training needs of civil servants, as well as principles for development and implementation of effective training programs, features of motivation of civil service personnel to improve their professional skills and competences were also presented during the conference.
Moreover, within the framework of the event a ceremony of rewarding of winners of the All-Ukrainian competition “Best civil servant” took place.
Representatives of the ministries, other central executive government authorities, reforms delivery offices as well as representatives of higher educational establishments of Ukraine and the EU Member States that are in charge of professional training and advanced training of civil servants, experts of international organizations and projects took part in the conference.

On 04 December, 2018 within the framework of the international conference a workshop “Leadership in the Public Administration” within the framework “Professional Training and Development in the Civil Service: Experience of Other Countries for Ukraine” is planning to be conduct.
The main goal is to discuss the issue of leadership in public administration, identification of key approaches to the development and implementation of a leadership programme in the civil service in accordance with best European practices.
Officials of the Presidential Administration of Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, representatives of reforms delivery offices, directorates of the ministries, representatives of other central executive government authorities, civil society organizations as well as experts of international organizations and projects will be invited to take part in the event.
